Palestinian women, including the mothers and wives of administrative detainees, hand deliver a letter to the United Nations urging for action to end the Israeli governments policy of administrative detention. Administrative detention is imprisonment without process or trial and without any need for any reason to be specified; it can be extended indefinitely and arbitrarily. The petition, signed by 164 women, including 38 wives, sisters and mothers of prisoners. The text of the letter is below. 13 May 2014 Mr. Ban Ki-moon Secretary-General United Nations New York, NY 10017 RE: Urgent Call for an Immediate End to the Administrative Detention of Palestinian Prisoners, from women in solidarity, including the mothers and wives of Administrative Detainees and Prisoners Dear Secretary-General, We, the undersigned mothers and wives of administrative detainees and prisoners in Israeli occupation prisons, hereby announce our deep concern for the lives of our detained children and husbands in the aforementioned prisons who announced a general hunger strike on 24 April 2014 in demand for the end to the policy of administrative detention. Administrative detention is based on a process of arbitrary arrest and allows the Israeli military to hold prisoners indefinitely on secret information without charging them or allowing them to stand trial. We also express our deep concerns and fears with respect to additional violations perpetrated against the prisoners such as solitary confinement, arbitrary transfers, raids, and strip-searches, all of which are committed by the administration of the Israeli Prison Service. There are currently 192 administrative detainees in the occupation’s prisons, among them 8 elected members of the Palestinian Legislative Council. Many administrative detainees have recently entered their third week of hunger strikes, while many others are engaged in individual hunger strikes. Among them is the administrative detainee Ayman Tbeisheh, from Hebron, who began his hunger strike on 28 February 2014, and has since been placed in Assaf Harove’ hospital, where his health is critically deteriorating. Adnan Shenitah, from Bethlehem, is another such administrative detainee who has been conducting an open hunger strike since 22 March 2014 in protest of his administrative detention. He is currently being held in Tel Hashomir’ hospital where his health is in a serious condition. The administrative detainees’ situation has reached a critical point, and alongside them, we are calling for immediate action to end the harrowing policy of administrative detention forever. The human rights organization Amnesty International has collected evidence over several years suggesting that administrative detention is regularly used by the Israeli occupation as a form of political arrest, which allows the authorities to detain political prisoners, including prisoners of conscience, who are arbitrarily arrested and punished for their beliefs, or on suspicion of political affiliation but without having committing any crime. Administrative detainees spend months and sometimes years in Israeli prisons without trial and without knowing the details of the accusations or charges against them. As most or all of the material that is used to justify an arrest warrant is withheld from the detainees and from their lawyers, it is impossible for the detainees to defend themselves or refute the allegations against them. As administrative detention orders are renewable without limit, administrative detainees are never made aware when they may be released. Further, there is noguarantee toprevent the recurrence of administrative detention on any individual, or to prevent the implementation of more drastic measures. We urge you to stand in solidarity with the Palestinian people in accordance with theUN’s decision to designate 2014 as a year of solidarity with the Palestinian people, and to take urgent action to save the lives of our children and to pressure the occupation to end its policy of administrative detention against Palestinians which is direct violation of International human rights and humanitarian laws and other conventions and treaties.
