When most of the people think that the Gomu Gomu no Mi has wimsy abilities, I think that Shanks initially planned to become the Pirate King and eat the fruit to obtain its abilities knowing its limitless potentials, he may also know that it may be the most versatile and powerful fruit of the paramecia type (as a counter to Yami Yami no Mi that is Logia). Since Luffy accidentally ate the fruit, he put so much effort to protect Luffy (obtaining the Gomu Gomu no Mi ability) even though it takes to loose his left arm because he believes in Luffy and now has the ability that he once wanted to be in his possession. Judging Shanks attitude, he forgave Luffy for eating the fruit and make way and believed in Luffys potential and will to become the Pirate King.. Just as Whitebeard asked to whom Shanks gave his left arm, Shanks just replied, Lets just say Im making a bet to the the New World
