Partners for Peace Terms of Reference Purpose The vision of the Partners for Peace Network is sustainable peace in the Niger Delta to allow for economic and human development. The P4P Network will foster communication, information exchange and networking to increase capacity, increase effectiveness and identify, recognize and amplify the voices of peace actors and initiatives . The network will accomplish this through creating effective partnerships to build peace in the Niger Delta. Principles The P4P Network will operate according to a number of principles to ensure it achieves the goals and objectives. The Network will be inclusive and reflect the diversity of the Niger Delta including gender, ethnicity, geographic and other perspectives. The Network will strive to be equitable and fair. It will not take sides and will interact with all stakeholders diplomatically. The operations of the Network will be accountable, transparent and in accordance with democratic principles. Members are expected to be committed to the objectives of the Network and show consistency in participation and perseverance in pursuit of the vision. Proactive action, volunteerism and team spirit are encouraged and valued. Fundamental is an understanding that for the success of this Network all members will foster a sense of empathy for one another and all people affected by peace and conflict in the Niger Delta. Structure The P4P Network is governed by a Board of Trustees. The operations of the Network are managed by a Central Working Committee (CWC) which shall be representative of 10 chapters. Each state of the Niger Delta will have its own State Chapter. There will be a 10th chapter for those not falling into one state chapter such as regional, national or international actors. Individual chapters can arrange their sub-chapters and clubs within their state through their own bylaws approved by the CWC. Members Membership can be as an individual or group . Those seeking membership must apply and be approved by the CWC. During the application process the CWC will determine if the applicant is dedicated to the purpose and principles of the P4P network. Organizations that are explicitly partisan cannot be accepted as an organizational member . Different classes of membership will be defined and decided by the CWC. Members of the P4P Network are responsible to have regular participation in meetings, meet any financial obligations, abide by the Code of Conduct and Charter of the Network, be peacemakers in their communities and committed to building the skills, capacity and effectiveness of the P4P Network and its members. Non-fulfillment of member obligations will be dealt with according to the due process detailed in the rules and regulations of the P4P Network. Benefits of being a member of the network include; exposure to best practices in peacebuilding, exposure to opportunities for professional and skill development, personal and organizational satisfaction, access to attend peace workshops and seminars, networking with other peace actors and recognition as a peace advocate. Members will have ongoing and consistent access to all information regarding the activities, hiring and records of the Network. Roles and Responsibilities The CWC will consist of officers responsible for the running of the Network. The offices to be filled in the CWC will include a National Coordinator, Deputy National Coordinator, Secretary, Assistant Secretary, Finance Officer, Treasurer, Public Relations Officer, Research and Documentation Officer and a Welfare Officer. CWC offices will be decided through election by members, the process to be spelled out in the Charter. Each office will be elected bi-annually and subject to a term limit. Decision-making within the CWC on operational issues should be consensual and seek to accommodate as many perspectives as possible. Partnerships Partnerships can be established with other organizations within and outside Nigeria that share the same objectives as the P4P Network based on mutual understanding. Partnerships can be at all levels including national, state and LGAs. The Network will proactively identify and reach out to prospective partners to establish strategic and constructive working relationships. The Network will identify financial and other needs and work with funding agencies as necessary to better equip and sustain its work. Communications and Coordination Regular information sharing and communication within the Network should utilize various methods and seek to ensure that all members can access information. The CWC will serve as a hub to ensure free flow of information between and among the various levels. A key component of the Network’s objectives is to communicate to all those with a stake in peace in the Niger Delta to ensure they are aware of the negative effects of conflict and the potential benefits of peace with regards to livelihoods and development. External statements of support or policy on behalf of P4P at the national, state or local level, shall only be done with approval from the CWC. The CWC will undertake a consultative process, detailed in the constitution, before taking this decision. Decisions around names, brands or slogans at the State level should be in accordance with the CWC. The CWC shall monitor external communications at the national, state or local level by the network to ensure they comply with the purposes, principles and rules and regulations of the Network. Members are free to speak for themselves or their own organizations.
