Partnership Looks to Help Battle Blight in Holyoke HOLYOKE. Mass. (WGGB) — A new initiative is underway in Holyoke to get once incarcerated young men off the streets and into the workforce. Roca Inc. Is working with men, ages 17 to 24, who have gotten themselves into trouble. The Pay for Success Initiative teams up with the state’s Department of Conservation and Recreation as well as local DPW’s to help get the men into work. “We need to grab them when they are vulnerable and grab them when they need it the most. Give them an opportunity for not only pay…to work, but for education and life skills and empower them,” explains Christine Judd, director of Roca. Twelve men from Holyoke are currently involved in the initiative. The Pay for Success Initiative has also been in Springfield for the last four years.
