Passaic Vicinage NOTICE OF VACANCY TITLE: Court Executive 2B Operations Division Manager Court Executive Band Level 2B Unclassified LOCATION: Operations Division Passaic Vicinage Paterson, New Jersey OPENING DATE: June 7 2013 CLOSING DATE: July 5, 2013 SALARY RANGE: $83,621.60-$120,050.75* POSITION NO: 077792 ANNOUNCEMENT #: 08-13 **AMENDED TO CORRECT SUBSTITUTION DESCRIPTION: The Passaic Vicinage is seeking a highly motivated, dynamic individual with strong leadership, managerial, financial management, communication and administrative skills to serve as Court Executive 2B (Operations Division Manager). Under the direction of the Assignment Judge and the Trial Court Administrator, the Operations Division Manager oversees all general operations functions including: formulating and directing the implementation of Judiciary plans, programs, policies and procedures; plans, coordinating and executing business functions; and managing Judiciary resources in multiple locations. This position is responsible for the management and supervision of several administrative units that are responsible for security, facilities (space allocation, renovations, relocations and maintenance), telecommunications systems and the support of court functions including jury management, interpreting, transcripts, sound and video recording, records management, and law and chambers libraries. The Operations Division Manager oversees critical projects and works closely with division managers, judges and other government entities, i.e. Sheriff, County Administrator, Freeholders, Freeholder Director and Facilities Director. This position manages court related emergencies or crises such as weather related closings and breaches of security, and is responsible for developing the Continuity of Operations Plan (COOP), which establishes communications and response protocols to manage emergencies. The Operations Division Manager oversees workplace violence programs and serves as the Title II ADA Coordinator. The manager plans, distributes, coordinates and monitors work assignments of staff and ensures that staff are appropriately selected, utilized and developed. The Operations Division Manager evaluates work performance; coaches and mentors staff; provides feedback to staff on their performance; identifies staff training needs; recommends personnel actions such as hiring and progressive discipline; formulates and develops divisional goals and objectives; and performs other related work as required. REQUIREMENTS EDUCATION: Graduation from an accredited college or university with a Bachelor’s Degree. EXPERIENCE: Five (5) years of professional administrative and/or program management experience, which shall have included responsibility for Administrative Operations: purchasing, facilities management and operations, health and safety, jury management, interpreting services, courtroom technology, transcript request, records retention, video conferencing, and/or statistical reporting and supervision of staff. **SUBSTITUTION: Applicants who do not possess the required education may substitute additional professional experience on a yearfor-year basis with one year of such experience being equal to thirty (30) semester hour credits. An Associate’s Degree and two years of additional or professional experience may be substituted for the required Bachelor’s Degree. A Master’s Degree may be substituted for one (1) year of experience as indicated above. A law degree may be substituted for two (2) years of experience as indicated above. NOTE: Appointees to Court Executive titles must successfully complete the Management Leadership Development Program within the first 12 months in the title. Any of the required development programs completed prior to appointment will be considered for meeting this requirement. LICENSE: Appointee will be required to possess a driver’s license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. AUTHORIZATION TO WORK: Selected candidate must be authorized to work in the United States according to the Department of Homeland Security, United States Citizenship and Immigration Services Regulations. United States Citizenship is not required. SPECIAL NOTE: Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information. RESIDENCY: Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” which became effective September 1, 2011, all persons newly hired by the Judiciary on or after that date shall have one year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. New Jersey state employees hired prior to September 1, 2011 who transfer from within the Judiciary or from another State of New Jersey appointing authority without a break in service greater than seven days but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the act. SALARY NOTE: *For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary or the minimum salary of the band/level, whichever is greater. Employees who are hired directly from another branch of New Jersey state government may be hired at up to 5% above the salary they were being paid in the other branch of government. For newly hired individuals, the starting salary will normally be at the minimum of the salary range or up to 15% above the minimum salary based on education and experience; however, a higher salary may be approved based upon the particular qualifications of the selected candidate or the difficulty of the recruitment. In no case may the employee be paid more than the maximum salary for the title.
