We have not even seen the beginning of this story yet. ------------------------------ Former Head of Intelligence Gen David Sejusa finally returned to his home in Kampala after spending a week at his country farm in Sembabule in western Uganda. Sejusa arrived in Kampala on Tuesday afternoon amidst intensified police deployment especially at Kyengera where he assayed to hold a public address by was blocked by Police. Waving to scattered crowds through the roof of a Benz Cross Country, he was escorted to his house in Naguru a Kampala suburb where he addressed the media, relatives and friends about his 20 months of exile and his disappointment with Uganda’s Opposition Parties. “First of all everyone should be happy that Gen Sejusa is back. Everyone should be excited, except if if you were gaining political capital in my exile,” started the General. He hastened to deny allegations that he had entered an agreement with government and President Yoweri Museveni, describing such as misinformation by the media. He also dared any journalists to produce evidence that he met or held talks with the president. “I am hearing that government sponsored my return and so on, I bought my own ticket using my credit card and you can confirm with the British Airlines,” he stressed as a crowd which graced the welcome welcome party cheered. The crowd was mainly composed of youthful politicians from the NRM party and some opposition DP, and FDC as well as officials from the Buganda Kingdom. Former Kampala Mayor Hajji Nasser Ntegge Sebagala was also present at the party and lauded the General for returning as hero. “For change to be realized you need to be at home; there’s only but little you can do while in the Diaspora; we are glad to have the General back,” said the former Mayor. Sejusa launched a blistering critique against the country’s opposition parties, which he accused to failing to utilize his return. He wondered how they would seize the government if they couldn’t leap on such opportunities as the return of an exiled four-star general; adding that it was only government and president Museveni that reaped from his return. “I first of all informed some of the leaders in the opposition about my return, and I asked them to receive me at the airport. But these told me they were not ready. They lost on an opportunity that was available,” he said. “But President Museveni is very shrewd. I have been fighting and exchanging words with him, but for him, hen realized the opportunity and sent people to posture as receiving me at the airport, because he knows my value.” “People in the opposition could not see the value of a Four Star General; and a huge one at that, coming back from exile.” But hours before the General arrival, some of the opposition leaders held a press briefing where they expressed doubt about the mission and intentions of Sejusa. The Leaders under For God and My County said they had received an invite for the General’s return but would not join in because he wasn’t one person to be trusted. JEEMA President, Hon Asuman Basalirwa told the conference that Ssejusa is still a serving soldier directly controlled by the UPDF code of ethics which he says can’t allow the former spy master join partisan politics. “By the time he left he was the coordinator of intelligence organs, we want him to first retire from the army and he fully joins politics before we can fully associate with him. He has to draw a clear line before we can work together” Gn. Sejusa however says the opposition would regret tossing the opportunity: “This is a huge limitation on the strategy of capturing power. How can you capture power when you don’t see or make use of such opportunities? Asked on the presence of the ISO boss Col. Ronnie Barya, Ssejusa said, “The ISO chief is not a protocol officer to receive me but an arresting officer. I am a 4 star general who can’t be received by Col Barya but rather a fellow 4 star general.” On retirement from the army before joining partisan politics, Ssejusa noted that it doesn’t require him to retire from the army in order to engage in a fight against the ruling NRM government. “This is not the first time to be in the army and fight government. In 1980 I was charged with desertion .I can’t be stopped by these rules of the army. Someone can’t judge my commitment to the struggle because of being a serving army officer.
