Payoff Scandal: Speaker issues notice to V K Singh ‘Explain your position within 20 days’ Srinagar: Speaker, JK Legislative Assembly, Mubarak Gul on Wednesday issued a notice to Retired General V K Singh, former Chief of Army Staff where-under he has been asked to explain his position regarding certain revelations made by him during the course of an interview with a Delhi based news channel on September 23, 2013, a spokesperson of JK Legislative Assembly said in a statement. He said the notice has been issued in response to a Breach of Privilege Notice given by 15 Ministers against him. The Spokesperson said that Retd General VK Singh has been given 20 days- time to explain his position in the matter so that further course of action could be decided under the Rules of Procedure and Conduct of Business in the JK Legislative Assembly. Pertinently, the former Army Chief in an interview with a private news channel had claimed that Army has been funding mainstream politicians in JK since 1947.
