PennDOT to Implement New Long-Term Traffic Pattern on Route 11/15 in Enola A new, long term traffic pattern will be implemented on Route 11/15 this week for the bridge replacement project in East Pennsboro Township. This area of East Pennsboro Township was formerly known as West Fairview Borough. If weather permits, this new traffic pattern may be implemented as early as tomorrow (Monday, Nov. 18) after the morning rush hour. In this new traffic pattern, both northbound and southbound traffic on Route 11/15 will be shifted to the east to utilize a newly constructed temporary bridge to cross over the Norfolk Southern railroad. This traffic shift to the temporary bridge is necessary so that the existing bridge can be demolished and replaced while also continuing to maintain traffic on Route 11/15 in a single lane in each direction. The left turn movement from northbound Route 11/15 to westbound Route 944 will remain closed and motorists will be directed by way of a signed detour to continue north on Route 11/15, to southbound Interstate 81, and then to Route 944 at the Wertzville Exit (Exit 61). This turning movement was blocked earlier this year in a previous traffic shift. Please note that turns from southbound Route 11/15 to westbound Route 944 were prohibited prior to construction and this movement will remain closed. Traffic movements from eastbound Route 944 to Route 11/15 will remain open. PennDOT anticipates that Route 11/15 traffic will use the temporary bridge until the spring of 2015 when construction of the new bridge is complete. The traffic shift this week is part of a nearly $18-million project to replace the Route 11/15 bridge over the Norfolk Southern railroad in Enola. The existing bridge was built in 1939 and is classified as structurally deficient (SD). The contractor for the project is J.D. Eckman Inc., of Atglen, Pennsylvania. The overall project includes installation of a temporary bridge, removal of the existing bridge, construction of a new two-span bridge over the Norfolk Southern Railroad, seven new retaining walls, and a pedestrian underpass/culvert. Construction is scheduled for completion in the summer of 2015.
