Pictured are little Lucas and Ethan. Theyre fraternal twins born this spring via a surrogate to their dads, Jason Hanna, 37, and Joe Riggs, 33, of Dallas. The men each biologically fathered one son, and the boys are half-brothers. A family court judge in Tarrant County ruled this month that the fathers are not legally permitted to second-parent adopt or cross-adopt their children on the grounds that the couple is gay. The judge also denied the couple, who was legally married last year in D.C., the motion to be listed together as parents on their sons’ birth certificates. Hanna and Riggs say a family court should rule in the best interest of the children, which is for Ethan and Lucas to have two legal parents.
