Dagatan, CESE Schools Division Superintendent SUBJECT : RECRUITMENT AND SELECTION FOR TEACHER 1 POSITIONS SY 2015-2016 DATE : January 7, 2015 1. This is to inform the field that the Division of Bais City is now accepting applications for Teacher 1 positions for SY 2015-2016. 2. To facilitate the recruitment and selection process, the School Screening Committee and the Division Selection Committee must be organized consistent with DO No. 14, s. 2014. Composition of the School Screening Committee: a. The Committee at the elementary level shall be chaired by the School Head with four (4) teachers as members. o In the case of primary, incomplete elementary and multi-grade (MG) schools, the Committee shall be chaired by the Cluster School Head with four (4) teachers from the cluster schools as members. b. The Committee at the secondary level shall be chaired by the school head. The Department Head concerned and three (3) teachers from the different learning areas (as needed based on the school’s vacancies) shall be members. o For small secondary schools that do not have department heads, the School Head shall be the Committee Chair with four (4) subject leaders from different learning areas as members. c. Committee members shall be identified by the School Head using the aforementioned specifications. The School Head shall then transmit the composition of the School Screening Committee to the Schools Division Superintendent for the issuance of corresponding Designation Order not later than January 26, 2015. Composition of the Division Selection Committee For Elementary Schools Chair : Education Program Supervisor Members: o Three (3) Education Program Supervisors o Division Chapter President of the PESPA o Representative of a Civil Society organization (CSO) with technical Expertise For Secondary Schools Chair: Education Program Supervisor Members: o Three (3) Education Program Supervisors o Division Chapter President of the ABCDSSH o Representative of a Civil Society organization (CSO) with technical Expertise The specific names of committee members shall be issued in a separate memo. The Official in-charge of personnel actions shall provide secretariat service and maintain records of proceedings and deliberations. 3. Qualified applicants should apply for one level only. Elementary can apply for Kindergarten provided she/he has obtained the degree in preschool or ECE or other degrees (refer to DO No.14, s. 2014 ) The Elementary cannot apply for secondary teacher position, but secondary can apply for elementary teacher positions. 4. An applicant shall submit to the nearest elementary or secondary school head a written application supported with the following documents: • CSC Form 212 (Revised 2005) in two copies with recent 2x2 ID picture • Certified photocopy of PRC License (Date of validity should not be expired at the time of application) • Certified photocopy of ratings obtained in the Licensure Examination for Teachers/Professional Board Examination for Teachers. • Certified photocopy of transcript of records for baccalaureate course with computed weighted ratings • Certified Copy of the Voter’s ID • NBI Clearance (in lieu of NBI clearance, NBI receipt or NBI on-line application print-out can be accepted) • Omnibus certification of authentication and veracity of all documents submitted. • Additional documents (optional, but no points can be given if not available): Copies of service record and school clearance for those with teaching experience (the 2 documents may be in one document only depending on the issuing school) Certificate (not certification)of specialized training, if any If any one of the required documents (except “optional”) is not submitted, the School Screening Committee (SSC) shall refuse acceptance of the application. Substitutes for the above-named identification documents, such as barangay clearance, shall not be accepted. 5. All pertinent documents must be properly arranged following the above sequence and to be placed in a long folder with fastener. 6. The SSC, thru the School Head, shall verify all documents as to completeness and authenticity and issue a certification to the applicant that it has received the application specifying the documents that have been submitted in support of the application. 7. The applicant assumes full responsibility and accountability on validity and authenticity of the documents submitted. Any violation will merit corresponding sanctions after due process. 8. Applicants in the Division of Bais are required to also furnish the SSC a certification that no similar application is filed in another division. If found later that this guideline is violated, his/her application shall be invalidated. 9. All applicants are advised to be guided with the following schedule: a) Acceptance of Application by the SSC – January 5, 2015 to February 28, 2015 d) Briefing, orientation-workshop of the DSC –February 27, 2015 e) Briefing and orientation of applicants on ranking guidelines-February 28, 2015 b) Submission of list of Applicants with corresponding documents to the Division Selection Committee (DSC) - March 2-6, 2015 c) Review of Documents submitted by the DSC- March 9-13, 2015 f) Demonstration Teaching of applicants, conduct interview, assessment of specialized trainings and skills, and administration of the English Proficiency Exam- March 16-April 12, 2015 g) Consolidation and review of ratings by the DSC –April 13-24, 2015 h) Finalization of RQA – April 25-30, 2015 10. Applicants shall be evaluated using the following criteria: CRITERIA POINTS a. Education-20 b. Teaching Experience-15 c. LET/PBET Rating-10 d. Experiential learning Course-5 e. Specialized Training and Skills-5 f. Interview-10 g. Demonstration Teaching-20 h. Communication Skills 15 TOTAL 100 11. Applicants with non-education degrees shall be rated using their GWAs in their baccalaureate degrees and 18 professional units in education. 12. Teaching experience in pre-school, SPED, Alternative Learning System (ALS), Early Childhood (EC) kindergarten/preschool, elementary and secondary in public and private schools shall be given 1.50 points for every school year but shall not exceed twelve (12) points. For every month of service, 0.15 point shall be given. Example: 8 months = 1.20 points 10 months = 1.50 points Only teaching experience related to what is being applied for shall be credited. Hence, the full 0.15 point per month of teaching experience shall be given to the applicants who have come from schools that are DepEd – recognized or have DepEd permit to operate. Teaching experience of kindergarten volunteer teacher and LGU-hired teachers shall merit additional points on top of the score they obtain from the above points system, as follows: Less than 2 years experience = +1 point 2 to less than 5 years experience = +2 points 5 or more years experience = +3 points 13. When the applicant does not have a field study, the ELC shall be based on the Practice Teaching rating. If applicant has both Field Study and Practice Teaching, then both will be considered, the ratings will be divided by two to get the average. 14. Specialized training for skills development such as journalism, sports, music, theater arts, ICT and other similar or allied skills shall be given a maximum of 5 points. In the assignment of points the following should be met: o At least 5 days training o Duly supported by documents o The skills have been validated by demonstration Points may also be given to skills acquired from experience to be validated thru demonstration. 15. The interview of the applicants shall be based on: personality (5 points) and potential (5 pts) attributes. For Personality, each of the following indicators shall be given a maximum of 1 point each: o Appearance o Voice and speech o Poise o Alertness, and o Self – confidence For Potential, each of the following indicators shall be given a maximum of 1 point each: o Ability to present ideas o Judgment o Emotional Stability o Decisiveness, and o Stress Tolerance 16. For Demonstration Teaching, applicants shall be given points on aspects such as: o lesson plan o lesson execution o classroom management o Appropriate language use o Language proficiency o Use of appropriate instructional materials, devices, and technologies o Cohesion of lesson objectives, lesson process and lesson assessment o Evaluation of pupil/students’ performance strictly following the applicable National Competency-Based Teacher Standards (NCBTS) strands and indicators. Applicants for kindergarten and SPED teaching positions shall undergo Demonstration Teaching specifically designed for kindergarten and SPED classes respectively. (Demonstration Teaching is different from Practice Teaching; the former is done during the hiring process, while the latter is part of the pre-service training in ELC.) 17. For Communication Skills, an English Proficiency Test with a maximum score of 100% shall be administered to applicants. The competencies and contents of the test are indicated below. The test shall be distributed by the Central Office and administered by the Division Selection Committee. o Listening (25%) o Speaking (25%) o Reading (25%) o Writing (25%) The total percentage score obtained by an applicant shall be multiplied by the weight of fifteen (15) points, as follows: Percentage score = 98% or 0.98 Weighted Points = 15 Rating = .98 x 15 = 14.7 points 18. The cut-off score for inclusion in the RQA is fifty-five (55) points. 19. Three separate RQAs for kindergarten, Elementary, Secondary shall be prepared by the Division Selection Committees. The RQA for Kindergarten shall be prepared by the DSC for Elementary Schools. The RQA for the Secondary Schools shall be prepared by subject area. 20. As a general rule, hiring and appointment should be based on the ranking of the applicants in the RQA. Applicants with priority listed in Registry A shall be hired first. Only when all applicants in Registry A have been hired shall applicants with priority in Registry B be considered, and so on. 21. The RQA shall be valid for one (1) school year. Hence, applicants in the RQA who are not hired within the school year should re-apply. 22.
