Please take time to read the following document...it is a proposal I submitted to the Tamale Metropolitan Assembly a year ago...It was supposed to be implemented by the assembly and nothing was expected in return....I believe it was rejected because we are still facing the same problem... PROPOSAL ON HOW TO DECONGEST TAMALE METROPOLIS WITHOUT OPPOSITION. INTRODUCTION: Tamale its one of the fasters growing cities in West Africa. And it is clear that if a city is expanding, the increase in population will bring about congestion, especially within the central business district of the city. What we are seeing in Tamale is not strange and we should be expecting a severe congestion within the shortest period if measures are not put in place. I am a witness to the efforts by the Metropolitan Assembly in an attempt to decongest the city. Most times, it requires aggressive measures, but political reasons will not allow “radical interventions” to fix the situation. And we are all aware that, we cannot pretend all is well as it is now. Something needs to be done about the congestion. THE PROBLEM: The Central Business District is congested due to the fact that, the central market is located there, and those who have no access to stores within the market choose to settle by the road sides. Also, the main taxi rank that is also located by the market is the main contributor to the congestions in the city mostly from midday to the rush hour. Traders are compelled to battle for space with other road users. For now what I think we need is an “immediate temporal solution”. As it is clear that, it will take time before a permanent solution will be conjured. The decongestions exercises carried out by the assembly only cleared the city for some few days if not few hours. And that is evidence enough for us to know that we should bring on board all ideas in order to fix this issue. THE PROPOSED SOLUTION: I have observed that we have open spaces in almost all the suburbs within the metropolis, some of which are used as football fields, and others own by private developers. I think your office can locate such open places and negotiate with whoever has control over them for temporal use. If even on rentals. The idea is to create what I will call “satellite markets” on rotational basis. The Assemble will buy “mobile pavilions”. And will spread the markets days for each suburb on the seven days we have in a week. Example: An information van will go round the whole town and announce that, Monday is for the space acquired at lamashegu. Assemble will be responsible to erect the pavilions and demarcate car park which will also be there for a fee too. Those who will rent the pavilions to sell their goods will pay higher than those who will rent open space without pavilions. Marks will be clearly ruled out. Traders who are pushing on trucks will be given a place too for a fee. At the end of the day, the information van will again announce in the market and around the city where the following day market will be. If the next day is at “Changli”, the task force for Assemble would have to erect the pavilions there too as early as possible, followed by “Kukuo”, and it continues until it goes round again and again. The target traders for this proposal are those selling outside the market. If you have no shop in the market, you don’t sell by the market. Traders with small wooden structures are all targeted. By midday to the rush hour, the “satellite market” will automatically decongest the taxi rank, as taxi drivers will be rushing to and from that market. NOTE: Any trader who should still sell around unapproved space would have the goods seized and a day would be fixed for auctioning. If the first auction is done, it will solve the whole problem. Anyone selling along the aboabo road and most high ways should be targeted too. CONCLUSION: Assemble will generate revenue with this proposal and will also decongest our city for a better life. But we should remember that we need competent young men and women with integrity in order to achieve this. And my office is ever ready to cooperate with the Assemble.
