Here is a brief introduction to the man who is truly a living testimony to the ideals of resilience, determination, integrity and pragmatism. P Vijayan, dropped out of school at the age of 12 to work at construction sites. However, at age 17, as a response to a bet with a friend, he enrolled himself for night classes to prepare for Class X exams. Him doing so proved to be a turning point in his life as he went on to pass the examinations and continue with his studies. Supporting himself by setting up a soap-manufacturing unit under a government-sponsored self-employment scheme, he went on to do an MA and MPhil in Economics from Calicut University, and cracked the Civil Services examination in 1999 to join the IPS. His battles with adversity contributed to his strong conviction that education, coupled with the right attitude can prove to be a complete life changer. P Vijayan started Nanma, a youth-focused and educationally oriented organisation that seeks to mentor and develop youth from poorer sections of society into capable and successful youth. At present, NANMA Learning Centres have been established in seven locations across Kerala, and hundreds of high school students from economically backward families have benefited from their association with the organisation. P Vijayan was also instrumental in setting up SPC or The STUDENT POLICE CADET, a school-based youth development initiative that trains high school students to evolve as future leaders of a democratic society by inculcating within them respect for the law, discipline, civic sense, empathy for vulnerable sections of society and resistance to social evils. The project also enables youth to explore and develop their innate capabilities, thereby empowering them to resist the growth of negative tendencies such as social intolerance, substance abuse, deviant behavior, and anti-establishment violence. Equally, it strengthens within them commitment towards their family, the community, and the environment. “Our Responsibility to Children (ORC)” is another youth-focused initiative led by P Vijayan in his capacity as a police official concerned with reducing juvenile crime. Recognising that existing machinery of punishment has not proved to be very effective in correcting or preventing crime among youth, project ORC seeks to tackle the issue from a different perspective. The basic principles of this approach being, retaining vulnerable and deviant youth within the mainstream of society rather than locking them away in institutions; Mentoring such youth through trained and motivated community members; and Re-engaging their energies and interests in self-development activities through a hand-holding approach recently, the Government of Kerala has instituted a scheme to implement the programme throughout the state. P Vijayan has also been actively involved in conceptualising and implementing initiatives at Sabarimala, the world-renowned pilgrimage centre in Pathanamthitta District, Kerala. As Special Officer on Sabarimala duty, he initiated a novel clean-up programme of the holy Sannidhanam, by associating the police organisation as well as other officials in this community service activity. Termed Punnyam Poonkavanam, the project has now been officially recognised by the authorities as the most effective way of keeping the holy shrine and its premises free of man-made waste. These are just few of the many innovative and highly efficient initiatives started by P Vijayan. It would only be fitting that such a leader of social reform be recognized for his commitment, foresight and verve. Please spread the message and vote for P Vijayan as Indian of the year.
