PoJo: When the state Legislature returns to Albany this year, all eyes will be on an approximate $6 billion prize — money that is coming in, courtesy of legal settlements with big banks for their roles in creating the financial crisis. All well and good. But one-shot funds must be spent wisely, on things such as repairs to roads and bridges, not to create programs that also would need financial support for years to come. In fact, to sustain what the state and local governments need to accomplish in the long term, the thinking has to go in another direction — not toward more spending but toward savings.
