Police Federation representatives will have the chance to vote on all of the reform recommendations from the organisations independent review. An independent review, led by Sir David Normington, set out 36 recommendations on how the Federation could improve for the better. Officials for the Fed concluded that all recommendations should be discussed at the upcoming conference. The annual conference will take place in Bournemouth from May 20 until May 22. Each Fed representative has already had an opportunity to look at some of the proposed changes and has received a ‘traffic light’ list of what they classify as most important. A majority vote by representatives will ensure a recommendation is taken forward. A spokeswoman said: “Until the referendum is held, and a decision is made, there is no clue over timeframes for change.” The independent review, published in January, raised concerns about the Fed losing both the confidence of its members and its influence over other bodies as well as highlighting that the organisation’s culture, behaviour and structure are not fit for purpose. Sir David Normington said at the time of the review’s publication that the Federation “is not fulfilling that function well enough at the moment and needs major reform. He added: “If it is to regain its influence, it must put behind it the internal distrust and divisions, which are such a feature of its present operations.” Staff association Chairman Steve Williams (pictured), who is retiring after conference, said: We have been working through how best to progress with reform of the Police Federation while making sure we take on board the views of colleagues from around the country representing officers on the ground. We know change is needed and see our conference as the opportunity to realise this change but also want to make sure we take account of all those involved in the process. “After intense debate and discussions in a number of meetings with representatives we have now agreed all 36 recommendations will go to our conference next month to be voted on. Some recommendations include: National guidelines for expenses and hospitality practices should be agreed and adhered to by local branches The abolition of rank committees and the transfer of all funds and staff to the national Joint Central Committee (JCC) or the local Joint Branch Boards (JBB) The national chairman should be elected by the whole membership – not just the Joint Central Committee A cost-benefit analysis of each of the 43 joint branch boards should be completed, in conjunction with their force, to establish the value of the service they provide The Fed should publish all accounts showing where it derives income and spends it A new statement of intent that reflects a commitment to act in the public interest
