M/S Leaders of deputy factions and groups of the Verkhovna Rada SCRIPT Ukrainian President Petro Poroshenko sent a bill to Verkovna Rada on Monday, proposing a three year special rule status for Donetsk and Lugansk. Addressing the leaders of deputy factions and groups of the Verkhovna Rada, he stated that granting special status to some regions was in accordance with the sovereignty and unity of the Ukrainian state. As for the Association Agreement between Ukraine and the European Union, Poroshenko said it would be implemented the first minute after its ratification. He stressed that not a single point nor word of the agreement signed by him on June 27th had been changed. Coming to the issue of a general amnesty, Poroshenko said it wouldnt include anyone who had committed premeditated murder against politicians and security officials, as well as those accused of terrorism.
