Pre-mature transfers a routine affair in School Edu Deptt JAMMU, Aug 18: In blatant violation of Transfer Policy, pre-mature transfers of gazetted and non- gazetted staff have become a routine affair in the School Education Department. Due to this complete anarchy is prevailing in the department thereby affecting the studies of the students. Moreover, the Department is making numerous promotions on the basis of the degrees obtained from non-recognized varsity. This can be gauged from the replies furnished by the Directorate of School Education, Jammu in response to the applications filed under Right to Information Act, the copies of some of which are available with EXCELSIOR. In reply to the application relating to pre-mature transfers, the Public Information Officer (PIO) in the Directorate of School Education, Jammu has appended large number of orders indicating pre- mature transfer of teachers from one place to another even during the mid-session, which otherwise are not admissible so as to ensure that studies of the students don’t suffer. Interestingly, all such transfers are made by single order (separate order for each case) and the same are affected by mentioning ‘in the interest of administration’. However, by such orders only interests of the transferred teachers and some officials in the Directorate of School Education are taken care of that too at the cost of the students and the functioning of Government schools. Contrary to the fact that Legislators are the law- makers and they are not supposed to press for the steps, which are in violation of the laid down rules and law, several pre-mature transfers of teachers and lecturers are even ordered on the recommendations of the MLAs/ MLCs. On the other side, there are numerous teachers, masters and lecturers, who are overstaying at their present place of posting but their requests for transfers are not considered because of obvious reasons. What to talk of pre-mature transfers, the Department is also ordering promotions of teachers by considering the degrees obtained from non-recognized varsity. In reply to application filed under Right to Information Act, the University of Jammu Vide its letter No.PIO/JU/ 14/10933 had communicated that the University of Jammu recognizes the degrees of those Universities, which are recognized by the University Grants Commission (UGC). “Jamia Urdu Aligarh is not recognized by the University Grants Commission. Hence, not recognized by the University of Jammu”, reads the letter, the copy of which is available with EXCELSIOR. “Jamia Urdu Aligarh is not recognized by UGC and is also not the member of the Association of Indian Universities, New Delhi”, the letter further reads. Moreover, police had conducted a raid in the examination centre of Jamia Urdu Aligarh on December 28, 2013 on the receipt of information about mass copying involving in-service teachers. However, the Directorate of School Education, Jammu has ordered numerous promotions of those teachers, who have obtained degrees from this university. In the light of University of Jammu communication and mass copying, all such promotions are illegal. Several teachers, who were promoted as Masters vide Directorate of School Education, Jammu order No.DSEJ/NG/M/Prom/7255-68, had obtained BEd degrees from Jamia Urdu Aligarh University. Similarly, the communication (CEOR/ RTI/44458-74) of Zonal Education Officer, Baljarallan in Rajouri district reveals that teachers, who had obtained BEd degrees from this university through correspondence, were promoted by the Directorate of School Education, Jammu. Likewise, Chief Education Officer, Rajouri communication (CEOR/RTI/2014/44475-92) reveals that teachers who had obtained BEd degrees from Jamia Urdu Aligarh University were promoted as Masters by the Directorate of School Education vide order No.DSEJ/ NG/M/ Prom/7255-68. There are numerous replies under the RTI Act from Chief Education Officers of various districts, which clearly establish that validity of the degrees or status of the varsity was not checked with the concerned authorities before ordering promotions of teachers.
