Mr. Li Keqiang’s particapation in the 9th East Asia Summit, 17th ASEAN-China Summit and 17th ASEAN Plus Three Summit as well as the State visit to the Republic of the Union of Myanmar Here is the full text of H.E. Mr. Yang Houlan’s speech: Mingalaba, Dear Myanmar media circle friends! At the invitation of President U Thein Sein of the Republic of the Union of Myanmar, Chinese Premier Li Keqiang will attend the Series of Leaders’ Meetings on East Asia Cooperation, including the 17th China-ASEAN (ASEAN Plus One) Leaders Meeting, the 17th Leaders Meeting between ASEAN, China, Japan and the ROK (ASEAN Plus Three) and the 9th East Asia Summit(EAS) in Nay Pyi Taw, Myanmar, and pay an official visit to Myanmar from November 12 to 14. Today I would like to make a brief introduction to you about the visit and answer your questions. Premier Li Keqiang’s presence in the series of meetings is an important action in the Chinese diplomacy with neighboring countries, and it is of great importance to strengthen East Asia regional cooperation and maintain its peaceful and stable situation. During the meetings, the participating parties will review the progress achieved in the past year on East Asia cooperation , and put forward their views and suggestions on the future development of all mechanisms. The parties will also exchange views on the issues which all the parties are concerned in the East Asia cooperation. China will further introduce our policy and standpoint about the East Asia cooperation, and put forward some new measures and initiatives about the cooperation. ASEAN is a priority in the Chinese diplomacy with neighboring countries, and ASEAN Plus One is the foundation for China’s participation in East Asia cooperation. Last year was the 10th anniversary of commencement of China-ASEAN strategic partnership relationship, and China put forward a series of major initiatives, including construction of China-ASEAN community of Destiny, the 21st century Maritime Silk Road and “2 Plus 7 Cooperation Framework”. On the ASEAN Plus One Leaders’ meeting this year, the Chinese side will explain the policy about developing relationship with ASEAN, reiterate its support for the construction of the ASEAN Community, commit to constructing a closer community of Destiny with ASEAN, review the positive progress of the implementation of the “2 Plus 7 Cooperation Framework” by both sides in the past year, advocate to continue to enhance political mutual trust between both sides, continue to build the 21st century maritime Silk Road together, actively implement the “2 Plus 7 Cooperation Framework”, strengthen exchanges and cooperation in various fields of finance, maritime, security, culture and interconnection, and promote China-ASEAN strategic partnership continuously move forward. Meanwhile, China will reiterate its willingness to work with ASEAN countries to reaffirm the full and effective implementation of the “Declaration on Conduct of Parties in the South China Sea”, and jointly maintain peace and stability in the South China Sea. On the Leaders Meeting between ASEAN, China, Japan and the ROK (ASEAN Plus Three), the Chinese Side will emphasize to speed up the process regional economic integration, and make efforts towards the goal of East Asian Economic Community in 2020. China will put forward some new concrete initiatives in promoting East Asian interconnection, trade and investment, poverty alleviation and development, and social and cultural exchanges. On the 9th East Asia Summit, China will emphasize to explain its principles and standpoints on the future development direction of the Summit, promote cooperation in six areas of priority, strengthen cooperation on non-traditional security fields of anti-terrorism, dealing with infectious diseases, climate change and disaster management. During the Summit, Premier Li Keqiang will also hold bilateral meetings with leaders of relevant countries. The year of 2014 is the beginning year of the second decade of China-ASEAN strategic partnership. In the past 10 years, with the strengthening of political mutual trust among China and ASEAN countries, the process of buliding China-ASEAN Free Trade Area has been accelerated, the economic integration has been deepened, and has achieved the goal of mutual benefit and common development. The economic and trade cooperation between China and ASEAN is fruitful. First, the growth of bilateral trade is steady. The trade volume in 2013 is $443.6 billion, with an increase of 11%; From January to September this year the trade volume is $343.6 billion, with an increase of 7.5%. The trade with ASEAN has accounted more than 10 percent of China’s total foreign trade. Second, the mutual investment has been expanding. By the end of September 2014, the two-way investment between and ASEAN has amounted to $123.1 billion, of which ASEAN countries have invested more than $90 billion to China. Third, the mutually beneficial cooperation has been deepening. A number of projects has been implemented in the fields of electricity, bridges, agriculture and manufacturing through cooperation by both sides, and in particular China set up the China-ASEAN Investment Cooperation Fund and it provided concessional financial support to ASEAN, promoted economic development of ASEAN countries and provided benefit to the local people. Fourth, positive progress has been made on negotiations of Free Trade Area. The two sides have held the first round negotiation of China-ASEAN Free Trade Area upgrading in September 2014. The regional comprehensive economic partnership agreement has developed from procedural consultations to substantive negotiations. China and ASEAN countries enjoy strong economic complementarity and cooperative potentiality. The economic and trade cooperation between China and ASEAN countries is the valid support of the ASEAN countries’ economic development. I believe Premier Li Keqiang’s participation in the ASEAN meetings will deepen the mutually beneficial economic and trade cooperation. China and Myanmar are friendly neighbors for decades, and Paukphaw friendship between the Chinese and Burmese are solid. The friendship and cooperation between China and Myanmar achieve long-term development under the direction of the five principles of peaceful coexistence since we established diplomatic relations in 1964, and in 2011 our two countries established the comprehensive strategic partnership. For the past few years, the high-level officials exchange visits are frequent and President U Thein Sein has already gone to China for visit and international meetings for five times since he took office of Myanmar President, and yesterday I have seen Mr. President off at Nay Pyi Taw International airport to visit China for the APEC meetings. The cooperation in the field of economic, trade, party, defense, security and humanity culture between our two countries bring the real interests to all Chinese and Burmese. This is Premier Li Keqiang’s first time visit to Myanmar after he took office as the Chinese Premier in 2012. The visit of Premier Li has the significant meaning to the promotion of China-Myanmar friendship and comprehensive strategic partnership. Leaders of two countries will exchange opinions on how to enhance the China-Myanmar comprehensive strategic partnership according to the international situation and strengthen the pragmatic cooperation on the foundation of equality and mutual benefit, push forward the new achievements acquired from the China-Myanmar cooperation in the field of interconnection and joint working, agricultural, electricity and finance, promote the friendship communication and cooperation in the field of cultural, youth, education and news, exchange views on other issues of common interest. Both side will sign a series of agreements related to the mutual cooperation. China side wishes to promote the China-Myanmar comprehensive strategic partnership to the new high level. The economic of China and the economic of Myanmar enjoys strong complementatity, large potential of cooperation and hopeful development prospect. Mutually beneficial economic and trade cooperation bring real interests to both party, in line with the common interests of two countries. In 2013, the value of trade between we two countries is 10.15 billion dollars which decuple the data of 2003. From January to September 2014, the value of trade between our two countries is 17.75 billion dollars with the increase of 185.1% compared to the same period of last year. China is the first trade partner, first import market and second export market. Thirty percent of the value of Myanmar’s external trade belonged to China-Myanmar trade last year. At the same time many Chinese companies invested in Myanmar for its valid international standing. According to the statistical data from Myanmar side, up to the end of 2013 Chinese Mainland companies’ accumulative negotiated investment are 14.37 billion US dollars, 32.5 percent of the foreign investment to Myanmar. China-Myanmar oil and gas pipeline, Tagaung Taung nickel mine and some valid cooperation projects are activated by the investment from China, all these project have already make huge contribution to the local economic and social development. During the visit of Premier Li to Myanmar, both sides will sign a series of economic and trade cooperation agreements which will push the China-Myanmar economic and trade relationship to the new stage and benefit both people of Myanmar and China.
