Program Head - Biological and Ecosystem Science International Pacific Halibut Commission Biological and Ecosystem Science JOB DESCRIPTION The International Pacific Halibut Commission is seeking a senior scientist to lead and supervise a diverse set of Commission research and management activities. These activities include ageing research and processing of biological age samples, directing and conducting research into halibut biology, ecosystem effects on halibut population dynamics, and other factors affecting halibut demographics. Will also include research into the behavioral and fishery aspects of halibut, including gear and bycatch-related studies. Works with Executive Director to develop and set overall research and program objectives and developing long-range research plans to address critical knowledge gaps in the understanding of halibut biology. The successful candidate may also assume roles in the interaction and coordination of Commission activities with research and fishery management by agencies of the contracting parties to the Commission, the United States and Canada. The work is a mixture of applied analysis and research (e.g., elucidating ecological and oceanographic relationships and impacts on halibut biological features). It requires professional competence in biology, ecology, and fisheries oceanography, and the ability to communicate well with other scientists, public officials, and stakeholders. The position is responsible for the Commission’s biological and fishery research program including planning, presentation of results at Commission and scientific meetings, and publication in professional journals. As part of the work, they will stay abreast of current research in the fisheries field and serve on scientific committees and review panels. The position is responsible for coordinating research work with other agencies and seeking external grant funding, either solely for the Commission or in concert with other investigators and entities. Responsible for chairing Commission’s internal Research Review Board, working with the Executive Director to develop the Commission’s Annual and Multi-year Research Plans, and presenting research plans to the Commission, Stakeholders, and its Scientific Review Board. DESIRED SKILLS AND EXPERIENCE The position is for a Ph.D.-level scientist, with a strong record of independent research and history of authoring multiple peer-reviewed papers of considerable interest to other researchers in the field of fisheries and ecosystem science. Extensive experience in research, program oversight and staff management is a requirement. Experience as reviewer of manuscripts for primary journals and of other research programs desirable. Experience on professional fisheries or scientific groups and task forces is desirable. The Commission will optimize around the candidate’s skill sets to meet the diversity of functions required by the position. ABOUT THE EMPLOYER The International Pacific Halibut Commission (IPHC) was established by Canada and the United States to manage the Pacific halibut fishery.
