Background: We are looking for a Programme Manager (PM) for Humanitarian Relief in Palestine. The position will report to Country Director (CD) in Palestine. The PM is responsible for the development, monitoring and management of the humanitarian relief program and projects in Palestine in line with NPAs overall strategies, plans and policies. The position shall lead and manage NPAs humanitarian program in Palestine, being based in Gaza, and is a part of NPA Palestine management team. Main Responsibilities: -Plan, manage and implement the humanitarian relief program and projects in Palestine in line with NPAs overall strategies, plans and policies and in coordination with and based on authorization from CD Palestine -Lead and manage the Humanitarian Programme in Palestine, in close cooperation with Programme Staff -Ensure adequate procedures for partner relations management, project management and follow-up, and integration of financial management -Manage institutional and program related relations with key stakeholders -Ensure implementation of satisfactory processes and systems for monitoring, evaluation, reporting and information management -Ensure adequate risk management in NPA Palestine Humanitarian Programme activities, including streamlining integration of risk and security management perspectives in all strategic and programmatic processes -Ensure that the Humanitarian Programme is developed line with NPA Country Strategy and the long-term programme work -Other duties as assigned by line management Qualifications: Must have: -Relevant university degree -At least 5 years of proven experience in humanitarian programming or other relevant experience -Strong managerial and leadership skills, with the ability to inspire and build competence of staff and achieve results through others -Experience as a successfulmid-level manager in an international context, preferably in a Middle East context -Strong knowledge of cultural and political contexts in the Middle East -Experience in fundraising and donor relations -Good English language skills, both written and verbally -Good understanding of ICT-systems and experience with MS Office applications, including Excel Desirable: The following qualifications are desirable and will be an advantage, but are not requirements: -Knowledge of Arabic -Previous work experience in Palestine and Gaza -Solid understanding of relevant aid-policies and donor communities. -Competence in risk and security management.
