JOB CONTEXT In accordance with its mandate, Handicap International is implementing a project in the state of Jammu & Kashmir to increase availability and access to quality services for persons with disabilities in remote and isolated areas of Jammu and Kashmir. The overall objective of the project is to improve participation of persons with disabilities in remote and isolated areas of Jammu and Kashmir. The project focuses on (i) working alongside with NGO partners in building and strengthening basic and specialized rehabilitation services for persons with disabilities, (ii) improve the capacity of government service providers in including persons with disabilities in their programs. The project is funded by European Commission Humanitarian Aid & Civil Protection-ECHO The project intervention is in the districts of Ganderbal, Kupwara & Baramulla. JOB MANDATE Under the line management of Country Program Manager, the Project Manager shall be responsible for working with partner NGOs in ensuring project deliverables. Main Responsibilities: Partnership management: 1. Prepare along with the Country Program Manager, implement and review quality MOU with partner. 2. Facilitate partner for proper planning and ensuring implementation of activities within the stipulated time frame. 3. Support, mentor and coordinate the partner team to optimise contribution towards achievement of results and objectives as per HI standard and project time frame. 4. Develop an organizational capacity building plan for the partner organisations to ensure effective and timely project deliverables. 5. Ensure compliance of HI policies and procedure viz-a-viz partner operations 6. Promote, facilitate & organise a constructive and effective communication with the partner organization and other stakeholders. Ensure technical compliance of the project: 1. Supervise project implementation activities and monitor the quality standards of the project in close coordination with the HI team, as validated by technical team in Delhi/HQ, in agreement with the general strategy of the program. 2. With the project team, conduct the quality insurance process of the project in terms of process, results and impact. 3. With the project team, collect, formalise and spread out the tools and methods developed within the project; Budget Management: 1. Ensure the proper management of the partner budget in accordance with HI & Donor Guidelines 2. Manage the designated section of the Project Budget in an effective and efficient manner 3. Regularly monitor project expenditure including partner expenditure and ensure compliance with project activities 4. In coordination with Finance Manager and Country Program Manager prepares monthly treasury forecast and quarterly budget revisions and come-up with a budget re-allocation plan if needed General Management: 1. Conduct the project through its full fledged implementation, supervision and follow up of the project. 2. Support partner in project implementation, review and further develop project implementation methodology and strategies with the technical and support service team. 3. Write project progress reports and completion reports of project(s) as per HI Monitoring & Evaluation and donor policies. 4. Ensure with the partner proper achievement of project deliverables. 5. Prepare, coordinate and supervise the projects M&E system; coordinate the design and preparation of the the potential next phase and additional components of the project. Team Management: 1. Organise, manage and coordinate HI project team to optimise partner staff performance and autonomy on their job. 2. Promote a dynamic, enthusiastic, solution-and impact oriented approach within the team. 3. Initiate and coordinate with the team the preparation of their Individual Action Plans (IAPs). 4. Monitor team work and performance and support relevant professional evolutions/capacity building. 5. Draw up the job profiles for team members and participate in selection process. 6. If necessary, identify training needs and/or coordinate trainings for the team and partner staff in any methods, approaches or technical aspects useful to the implementation of the project. 7. Promote, facilitate & organise a constructive and effective communication among the team and organise and lead regular team meetings. General 1. Participate in the project planning and the preparation of donor proposals and internal/ donor reports in collaboration with relevant staff. 2. Contribute in preparation of the project activity reports as per requirement. 3. Ensure effective internal communications and circulation of information between the field and head office, partners and Handicap International. 4. Represent HI in external fora / meetings within the context of project objectives. 5. Coordinate the collection, screening, capitalization and dissemination of project documents and knowledge resources on project specific activities. 6. Integrate HI M&E system in all aspects of the project management EDUCATION, KNOWLEDGE, EXPERIENCE & SKILLS • Post graduate in Public Health / Social Work / Physiotherapy / Occupational Therapy / Prosthesis & Orthotics • Minimum 7 yrs. of progressive experience in mainstreaming projects in India in the similar profile. Experience of managing ECHO funded project is advantage • Prior experience of project management with basic understanding on disability inclusive CBR(Community based rehabilitation) • Good experience in networking and advocacy at district & state level. • Experience of working in INGOs, especially in emergency/conflict context is desirable. • Should have been project leader in at least 1 small project (of budget Two lakhs Euro) • Good Understanding of Public Health issues. • Excellent networking skills at the state and district level • Good written skills on report writing, documentation and case studies. • Excellent skills of organisation, team management at the implementation level and negotiation with stakeholders. • Excellent command over all applications of MS Office; • Self motivated, constructive, creative and with strong result-oriented approach. • Fluency (verbal & written) in English & Hindi is essential; verbal proficiency in local language is essential. Salary and Benefits: The gross salary is in the range of INR 53,000 – 62,000 per month to be determined on the basis of expertise and performance in the skill test/interview.
