Bottom line... as long as violence in Omaha is considered a NORTH OMAHA problem, solution will remain something of an illusion to be pursued but never attained because then the problem is segmented within the city BUT if it was considered a city problem, the approach will be different because of the effects that it has on the larger economic spectrum and image of the city. I am sure that you are aware that, when something affects the economic fiber of a city, solutions are usually swift... i lived in New York City during Giuliani and trust me, he did a hell of job once the crime started affecting downtown.
