Proposal For: CHILDREN RESCUE HOME Taehue Village, Oe’ekam Regency, Amanuban Timur Subdistrict, Timor Tengah Selatan, NTT. Jublina Tlaan, 6, underwent cruel and violent actions. Her face was swollen and her ear was bleeding because of cruel and violent actions committed by her mother. PROJECT BACKGROUND 1. High rate of domestic violence, especially violence committed against children in most villages in Timor Tengah Selatan. 2. Low child protection awareness. 3. Many become violence victims and even some lost their lives in violence. Since the death of Novi, a four year old girl and a victim of violence committed by her mother on September 2010, Tangan Pengharapan has had a passion to build a Children Rescue Home (a shelter for child victims of domestic violence in NTT and parentless children treated as domestic servants by their adoptive parents). Despite appeals being made in public counseling, Yayasan Tangan Pengharapan sees that it is important to take a responsibility and collaborate with various parties in making this facility available, protect these children and give them a better future. Objectives: 1. To give first aid and protection to child victims of domestic violence in TTS. 2. To give them a shelter where they are loved, appreciated, are given balanced nutrition, good education and moral teachings. 3. To be an education center where local society will be reminded on the importance of protecting children in villages in Timor Tengah Selatan sub district. A story of domestic violence against children in NTT : The rate of domestic violence against children in NTT tends to increase. Many parents and relatives commit violence both physically and mentally against them, and Jublina Tlaan is not an exception. One morning, the tranquility in Yayasan Tangan Pengharapan Center was broken by the noise of people. This time it was not the noise made by cheerful children who enthusiastically came to enjoy food and study, but it was the noise of dismay. Some people gathered, their faces were tense, not knowing what to do. Jublina Tlaan, 6, was sitting in front of Yayasan Tangan Pengharapan Center, sobbing. Her lips were almost broken, and blood was trickling from both left and right ears. Jublina seemed to be in pain. What on earth happened to Jublina Tlaan? Why did she wound severely? We tried to ask some people, but none of them gave us an answer. Slowly and patiently we talked to Jublina who was still scared and in pain. “What’s wrong with you, little sister? How did you get hurt?” we asked her. But Jublina remained silent, did not answer our question. Then her tears were rolling down her bruised face. The tragedy happed to Novi Taneo, 4, committed by her biological mother, causing her died due to severe injuries some years ago is still on our mind. Novi took her last breath in her mother’s hand that was supposed to love and protect her. And now the same violence occurred to Jublina. The six year old girl was beaten black and blue by her mother. And the cause was trivial, it was a pigtail that cost Rp. 1000! That morning Jublina was getting ready to go to school. As usual, her mother would comb and plait her hair. But when she was going to plait Jublina’s hair, the pigtail was lost. Then she asked Jublina about it, but Jublina remained silent, giving her no answer. Jublina’s silence evoked her emotions. As though she was possessed, she took a branch of tree and beat Jublina’s little body with it on and on. And her face was also beaten too, causing Jublina’s body bruised and wounded. Medical examination on Jublina Tlaan’s health and wounds. Jublina Tlaan’s health was getting better. Tangan Pengharapan adopted her and had her live in Tangan Pengharapan’s office in NTT. We, then, gave her a glass of water to drink and make her recollected that she could tell what had happened to her. After some time, Jublina began to speak softly, “Mama beats me. Mama often beats me.” We took a deep breath, listening to the confession she made. We were speechless, pondering… “Dear God, again violence against children takes place in this village…” We hurriedly helped Jublina, giving treatment to her wounds in her face and body. After that, we washed her body and then took her to a hospital for further treatment. Jublina was adopted by Y Selan family when she was only 4. Having no child, they agreed to adopt Jublina. Poor Jublina! She did not get her adoptive parents’ love. Instead, they beat her again and again. According to some people and neighbors, Mr. Y Selan deliberately adopted Jublina to “be a stimulant” that his wife could get pregnant and they could have a baby. Many families having no child would do such a thing. Surely it is just a myth. It has nothing to do with having offspring. When adopting a child is only to have offspring, but not to give the child love and compassion, the child’s fate would not surely be different from that of Jublina. Because Jublina is not their flesh and blood, they beat her as often as they want. They really have no mercy! Our 4wd truck zoomed past through the rocky road, leaving Telukh village, carrying Jublina to RSUD Soe 60 kms away in 2 hour drive. Novi Taneo, 4, passed away in 2010 in violent act and torture committed by her biological mother. Arriving at the hospital, we ask the doctor to x-ray Jublina’s body in case of internal injuries due to the domestic violence committed by her adoptive parents. Thankfully, the x-ray showed no injury for Jublina. We, then, concentrated on her recovery. We also met Jublina’s adoptive parents and strictly warned them to never torture Jublina again. 2 weeks elapsed by. Although Jublina’s health was getting better, still there were some black scars in her body. Since the establishment of Yayasan Tangan Pengharapan in Telukh village, NTT, we have helped child victims of domestic violence, and implored parents not to commit violence against their children. Beside physical wounds, domestic violence causes bitterness. One day, when the child victims of domestic violence grow up and become parents, they certainly will do the same thing to their children. And what happens then? The chain of domestic violence in Telukh village will be unbreakable. Tangan Pengharapan exists in remote areas in NTT to help local children manifest their dreams and build their future and heal their inner wounds. Now it has been 3 weeks since the domestic violence occurred. Now Jublina can bring back the smile on her face altogether with other children we adopt in the ‘Eating to Learn’ program. Conclusion The proposal for the Construction of Children Rescue Home is made and shall be your consideration in sustaining and developing the ministry we have been doing together.
