Prosecutors have filed attempted-murder and car-theft charges against a Loveland man they say shot a police officer earlier this month. Cody Powell remains behind bars at the Larimer County Jail on a $500,000 bond. Police and prosecutors say Powell, 23, shot Loveland police Officer Garret Osilka on March 4 during a traffic stop, and then fled. He was arrested two days later after turning himself in to Fort Collins police. Prosecutors have brought charges of attempted murder of a peace officer; motor-vehicle theft; assault; using a weapon during a violent crime; possession of a dangerous weapon (four counts); and possession of a weapon by a previous offender (four counts). Osilka was hospitalized in intensive care for several days following the shooting. He’s been released and is recovering from his injuries. Specific details about what led up to the shooting, the nature of Osilka’s injuries and why Powell turned himself in have not yet been made public. Powell is due back in court March 13 to be formally advised of the charges against him. In 2009, he pleaded guilty to felony burglary. He also has convictions for driving while ability impaired, theft and possession of marijuana paraphernalia.
