Provincial DEWS Coordinator - United Nations Pakistan - Karachi Job Description Background: As there are many opportunities for communicable disease to strike and cause epidemics of disease spreading across the country, WHO is supporting the Ministry of Health with a network of surveillance officers working in a Disease Early Warning System (DEWS) which will have the potential to rapidly identify the early stage of an outbreak and in coordination with disease control departments bring timely public health interventions to stop disease transmission and reduce morbidity and mortality that may have resulted from the spread of the epidemic. Each DEWS Surveillance Officer has responsibility for disease surveillance in a district or a cluster of districts or agencies. The DEWS Provincial Coordinator has oversight on the work of the DEWS Surveillance Officers (SOs) in their respective province or Hub. This is a senior post in this system with the following responsibilities and qualifications: Supervision of SOs: · Advocate for DEWS and introduce DEWS SOs to provincial and district authorities · Independently monitor and provide supportive supervision of SOs work in their districts or agencies in order to ensure: - Appropriate selection and training of health facilities/ mobile teams/ practitioners for weekly DEWS reporting - Accurate compilation and timely submission of weekly DEWs reports from designated health facilities/ mobile teams/ practitioners - Timely and appropriate preparation for alert investigations and outbreaks - Effective identification/ generation of alerts from health facilities, partners, and communities and timely and accurate reporting of alerts - Timely and appropriate investigation of and response to alerts, including follow-up · Assist SOs in investigation of a sample of alerts each quarter and in investigation of unusual alerts or alerts with large number of suspected cases. · Support SOs in training health facility staff and orienting others to DEWS. · Identify needs and, accordingly, arrange refresher training for SOs themselves. Daily and weekly reporting: · Track alerts from the SOs and provide daily and weekly information to the provincial/Hub leadership and to the central DEWS leadership regarding alerts reported and progress of investigation and response · Compile or oversee the compilation of the weekly DEWS reports submitted by the DEWS SOs or districts or agencies into one provincial or Hub database file - Review weekly data for errors and contact SOs to correct them - Assess completeness and accuracy of reporting - Analyze weekly data for trends and possible missed alerts - Provide feedback to SOs regarding weekly report · Develop a weekly provincial/ Hub DEWS bulletin summarizing the weekly trends of communicable diseases and alerts reported and their investigation and response. - Submit bulletin by Tuesday for clearance from central DEWS leadership - Distribute bulletin to SOs and districts as feedback Program responsibilities: · Distribute bulletin to cluster or sector partners for information and coordination and for promoting collaboration on early response to outbreaks · Assist SOs in mobilizing government resources from Department of Health programs to prepare for and respond to outbreaks · Assist SOs in mobilizing resources from partners and donors, advocacy and proposal writing, to prepare for and respond to outbreaks · Represent DEWS in Provincial/ Hub meetings inside or outside WHO. · Promote DEWS SOs to integrate work as part of WHO office and as part of District Health Office. Administration, in liaison with WHO Admin: · Oversee the efficient and transparent use of transportation resources – vehicles and funds for POL, and other program coordination within WHO. · Oversee distribution of program printed material, specimen collection kits and IT equipment for SOs, maintaining inventory of the latter. · Compile district preparedness needs, submit requests and distribute equipment and supplies for preparedness for communicable disease outbreaks · Manage administrative and financial requirements of DEWS staff and follow up processing the payments. · Perform reasonable and related tasks as may be assigned. Required Skills Good computer skills Promoting integration and team work Good understanding, speaking, reading and writing ability in English, Urdu and other local languages Theoretical and practical knowledge of communicable disease surveillance and control, data analysis and writing reports.
