Qianhai Seminar I attended the morning session at which I spoke about how it should draw in the talents from the world. It should start inviting all the retired judges from HK to work in Qianhai first. It may not be commonly known that for training each of them to have attained the top skills and respectable status that they now enjoy, the investment on them per capita is no less than HK$50m. It would be a fool if not to make use of all these handy talents when they are immediately available. Grooming their own is of course necessary but it will take a long time to do it. On the other hand, granting HK CAAO lawyers a special recognition and allowing them to set up their own legal practice and hire local qualified staff to work in Qianhai is another measure to be adopted.
