Qomi Awami Tahreek’s Recommendations for new Local Government Bill QAT believes that local problems can be solved at local level and since, communities are diverse and have differential issues and needs, they must be given representation in order to ensure equity in development. This is the guiding principle behind local government. But a local government that denies genuine and substantive representation to the indigenous people and sons & daughters of soil will remain skewed and will never serve the purpose. QAT recommends that there should be one uniform Local Govt Law/Act for all the 27 districts of Sindh and it should not violate the provisions of the Provincial Autonomy and Constitution. QAT suggests that Metropolitan/District Councils should be placed under the ultimate authority of the Provincial Government of Sindh. There should be at least one councilor for 1,000 to 1,500 populations, adequate representation of women and minorities should be ensured and the local government must be able to articulate aggregated demands and aspirations of all marginalized social groups. QAT further recommends that there should be Local Govt Commission headed by a serving High Court Judge to look into public complaints against the bill. In the new law all districts of Sindh should be given equal treatment in terms of authority, responsibility, resources and mandate and equal status be accorded to the current five districts of Karachi like other districts of the province. Allocation of development funds be made through transparent, fair, rights-based and needs-based criteria like poverty, gender gaps, geographic backwardness and development gap. QAT recommends that the rural areas, which are chronically impoverished and under developed, be given development funds, urban based tax exemptions and a reserved share in jobs and admissions in academic institutions etc. The Police, Revenue, Land Management, Law, Education and other important subjects should remain with the Provincial Govt and the Local Govt employees of BPS 16 and above be recruited by the Public Service Commission and the rest of the employees be recruited by the Provincial Govt. The Chairmen/Nazims should be directly elected so that they should be answerable to all the voters of the District and the Local governments should be subject to accountability and transparency under the constitutional and legal framework of the province. https://facebook/AyazPalijo?hc_location=stream
