Quick Verification, having an argument with a friend on deck building Player A controls 1 set spell/trap and no other cards Player B activates Nobleman of Extermination, also controlling no other cards. Player As set is Phoenix Wing Wind Blast...can they chain it targeting the Nobleman even though it cannot be returned to the top of the deck? Wouldnt that fall under activating a card that cannot do anything? ie playing raigeki/dark hole with no monsters on field
