RE-POST In the recent discussion about the much- talked about Padma Bridge project in Bangladesh, courses of event suggest that the Government of Bangladesh has been accused from one side only. But an intensive insight would reveal the fact that other parties including the donor(s) might also be found responsible, whatever the degree. In view of the above, my question is: was there any procurement specialist in the Padma Bridge Project? If not, why was there not any Procurement Specialist? The importance, size and extent of the project, however, require that there should have been Senior Procurement Specialist in the project (Borrower). From my experience in working as Procurement Specialist in Bangladesh and abroad for various WB- funded projects, It is from general idea that inclusion of a Procurement Specialist is to immense benefit to the project in term of adhering to procurement rules/­ procedures, and effects thereof, as stipulated in the related Financial Agreements/Project Appraisal Documents, etc. Now my question is: who must be held responsible for this flaw in the Padma Bridge project? In my experience and idea, it is the Procurement Specialist who gives the Borrower ideas about conflicts of interest, evaluation procedures, etc., regarding which the Borrower’s people usually have very little or no idea at all.
