APPLICATION FOR PERMANENT ENCROACHMENT PERMIT ON SIDEWALKS ALONG CEDAR STREET AND THIRD AVENUE – Red House LLC/Ivan Rimar – request permanent encroachment for the remodel of old Belwoods building E. IDAHO TRANSPORTATION DEPARTMENT PROPOSED PROCESS FOR PERMITTING 129,000 POUND TRUCKS – City Attorney Scot Campbell – City Council will discuss proposed comments to be forwarded to the Idaho Transportation Department by letter from the Mayor prior to public hearing on this matter. Transparency Followup: Me: Is this a normal weight limit set by other cities? Is this meant to compensate for the extra wear and tear on the roads? Do we own all the roads this will effect? Does the city limit what roads they can use or is that only during break up? Will this have a substantial effect on the price we pay at our local stores as the Federal Gov does not count gas, food, or utilities in the Cost of living for our elders that is based on housing prices among other aspects. City Clerk: These rules are for ITD permits on State Highways. They effect the city to the extent that state highways pass through the City. The entity with authority over the local roads gives authorization for the heavy loads to use local roads. F. NORTHERN LIGHTS ELECTRIC FRANCHISE EXTENSION – PROPOSED ORDINANCE AND SUMMARY – City Attorney Scot Campbell – authorize extension to continue discussion concerning the franchise fee G. INCREASE CITY’S FRANCHISE FEE 0.05% UPON EXPIRATION OF EACH CURRENT ELECTRIC AND GAS FRANCHISE AGREEMENT AND IMPLEMENTATION OF NEW AGREEMENTS – PROPOSED RESOLUTION – City Attorney Scot Campbell Transparency Followup: Me: Franchise fee? Is the city aware they are looking to raise rates already will this effect local rates for city residents? City Clerk: The City is aware that Northern Lights is looking for another rate increase. The City has not raised the franchise fee since franchise law established the minimum 1% fee. Over 25 years ago. H.
