Oh wait, got it: There isnt enough money made out of surgeries and pharmaceutical medications. Lets make sick people on disability pay DOUBLE what they would on the streets. They wont make it legal to consume in a way that will actually treat the disease/illness but its good enough for them to make a buck off of the desperate who dont want to be seen as criminals. The law is wrong on this one; the regulations pathetic.
