REASON #15 A control room should not be a vestibule. In almost every prison the main control room is segregated away from the prison population. This is done because the control room provides access to all areas of the prison, controls all movement, and oversees security for the entire facility. Being that the Fayette County Prison was built over a century ago, there was not the worry about having inmates access the control area. Now that our daily prison population is approximately 250 (this does not include out of county rentals), the number of inmates moving through the control room is outrageous. As an example, this is what inmate movement that went on on Wednesday, October 22, for day shift only. Movement to courthouse= 4 males, 2 females Magistrate hearing= 5 males, 2 females Probation= 2 males ASI (methadone treatment)= 1 male, 3 females Medical= 8 males, 10 females Counselor= 6 males, 4 unable to be seen, 2 females Outside medical= 2 males, 1 female Public Defenders office= 11 males, 1 female CYS= 1 male Administration= 1 male Psychiatrist= 4 males Attorney= 1 male Entering population= 4 males, 2 females Leaving population= 1 male, 1 female The vast majority of these inmates move through the prison main control. Each time an inmate enters, the possibility of an inmate gaining unauthorized access or control greatly increases. In a modern prison, an inmate entering the control room would be considered a crisis, immediate facility lock down, and emergency staff called from nearby prisons to retake control. But for our outdated facility, it is the norm to place staff in danger like this each and every day. The only way to have a safe prison for the officers, staff, and the community is for Fayette County to build a new one. We need the commissioners to do the right thing and vote yes to a new prison.
