REQUEST FOR EXPRESSIONS OF INTEREST Short-term National Consultant to support the Horizontal Regulatory Assessment The Second Trade Development Facility (TDF-2) is a multi-donor program financed by Australia, the European Union, Germany, Ireland and the World Bank focusing on improving trade and private sector development in Lao PDR. The development objective of TDF-2, which is implemented by the Ministry of Industry and Commerce, is to support the implementation of government’s trade and integration priorities outlined in the 2012 Diagnostic Trade Integration Study (DTIS) Roadmap, and in particular to contribute to improved competitiveness and diversification, focusing outside the natural resource sectors. TDF-2 has three main components: (a) trade facilitation, trade policy and regulations; (b) diversification and competitiveness; and, (c) mainstreaming aid for trade. In recent years, trade policy in Lao PDR has been focused on the country’s objective of becoming a WTO member. In the medium term, the main challenges ahead are the implementation of WTO obligations, effective participation in ASEAN, and taking full advantage of trade opportunities made available by participation in the multilateral and regional trading system. The consultancy objective is to support in conducting an assessment of laws and regulations affecting trade in services in order to enhance information and transparency; and identify policy measures to streamline regulatory restrictions in the services sector. The national consultant is expected to support the international consultant and project team by undertaking the following tasks: a) Collect and review laws, policies and other documents as requested by the International Horizontal Regulatory Assessment Consultant; b) Translate laws, policies and other documents into English where no English version exists; c) Provide interpretation services during meetings with Ministries and departments; d) Facilitate and organize meetings and consultations with line ministries; e) Any other tasks required to support the international consultant and FTPD team. The estimated inputs for this assignment are for approximately 7 weeks over the course of 12 months. In order to qualify for the assignment, the candidates should meet the following requirements: • Graduate degree in law, development economics, or similar; • Fluency in English and the Lao language (written and spoken); • Minimum 2 years of working experience in relevant field; • Familiarity with international trade and development issues; • Good interpersonal skills and result oriented; • Willing to work alongside and assist international and national counterparts in a practical and proactive way.
