REQUEST FOR PROPOSALS From qualified national consultants Assignment Title: “Baseline Study on coping mechanisms under Climate-Smart Agriculture project” SNV Bhutan, in collaboration with the DOA Assignment Background The study is to provide a baseline required to measure the programme results; impact and long lasting change in the lives of the beneficiaries, and ascertain the cost effectiveness in the implementation of Climate-smart agriculture at the end of the project. Further, it is to provide a baseline on climate resilience practices, coping mechanism adopted by the farmers at different agro-ecological, geographical, socio-economic aspects besides genders, food security, income and marketing. In light of the background above, agriculture in Bhutan contributes to food security and income of almost 69% of men and women population. The changing weather patterns are impacting agriculture production negatively. The weather circumstances with unreliable temperature, rainfall, hailstones, cyclones, floods and droughts are some of the pointers of climatic change. The MoAF with its various Departments and programs including SNV and other development partners have been supporting the rural households for improvement of their livelihood. Climate-smart Agriculture, a small TA project with funds from the Dutch government and implemented in Bhutan, Nepal, Cambodia & Laos. The CSA project takes a broad approach of safeguarding food security and income of the farmers in line with the concept of Climate Smart-Agriculture. CSA project is planned to work in the rural areas - both men and women alike - to improve their incomes and food security through climate change resilient agriculture approaches in collaboration with Department of Agriculture and Dzongkhags-Gewogs extension services. Assignment objectives The study shall provide data on the relevant indicators related to climate smart agriculture, providing a clear indication of the situation of the beneficiaries at the start of the project, with the objective to support Planning, Monitoring and Evaluation of the project. Main tasks (outputs) of the assignment Climate Change and CSA has become one of the fastest growing areas within the agriculture development paradigm. This baseline study therefore, targets selected farming communities and farmers groups/WUAs in the project areas of Tsirang, Sarpang and Thimphu Dzongkhags. Development of the baseline study procedure and methodology Development of appropriate data collection tools, including tools to collect. Data, and test the tools and revise them accordingly before the start of data collection process. Training enumerators on the use of the tools and interview methodology. The field baseline study including data collection through in-depth interviews and focus group discussions. Producing a draft report for review and present findings from the draft report to the consortium partners and donor. Completing a full report based on study findings, stipulating clear parameters for measuring results (output and outcome), impact, long lasting change and value for money as per the purpose of the study Deliverables The key deliverables for the baseline process are as follows: Detailed baseline framework, process, design and implementation plan agreed with the SNV Bhutan. Detailed questionnaire A sampling framework Training and guidance of enumerators Draft baseline report PPT. presentation of findings Final baseline report Three hard copies and a soft copy of the final report Expertise/Qualifications Master degree in Social Sciences, Community development with proven experience in qualitative and quantitative data collection and analysis in rural areas Experience in working with DOA/MoAF and Dzongkhags preferably on climate change with farmers groups, Water Users Associations, technology transfer & adoption, and agriculture development. Strong command of the English language writing skills. Knowledge of local dialects in the study areas shall be an added advantage in data collection. Request for Proposals All expressions of interest should include: Cover letter: A short (maximum one page) letter addressing the baseline criteria CV of consultants: (max 3 page each) showing experience relevant to the assignment Technical Proposal (maximum 4 pages) highlighting proposed methodology, topics to be covered, etc. Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees of the consultant, of the enumerators and all other costs. Time frame of the assignment The Baseline is likely to be conducted in the 2nd week of Sep 2013, with a total of 50 man-days equivalent to 30 working days with 3 enumerators for 10 days and 20 days for the Consultant) for completion of all tasks in the assignment including the draft and final report. Latest date for receiving proposals is 3rd Sep, 2013, at 1500 hrs. Interested and eligible applicants Can send copies of their CVs, testimonials and a copy of a report of similar work, technical proposal and financial proposal to SNV Bhutan, Langjophaka (Near GLT Tyre show Room), and Tel No. 02-322900 Terms and conditions Successful Consultant/ LCB shall sign agreement with SNV to ensure work quality and completion of the given assignment on time. The LCB shall provide detailed proposal outline as to how the task should be accomplished Consultant/LCB shall not be entitled to any other allowance except the amount quoted and accepted for the assigned task. The LCB shall be paid as per payment schedule: 20% upon signing of agreement; 50% upon delivery of draft manual both in English and Dzongkha & 30% upon delivery of final project LCB when withdraws the assigned task at any point after award, the action shall be followed in line to the agreement and the tender shall be awarded to the next lowest bidder meeting all the requirements In case, the information furnished by the LCB is found to be false at any stage shall be disqualified as deemed appropriate by the evaluation committee Award shall be based on the bid amount and the evaluation score, provided the Consultant fulfills all the requirements as desired by the bid Evaluation committee All outputs from this exercise remain the sole property of SNV. The developer cannot use the material for any purpose other than those specified in these Terms of Reference (TOR) without prior written permission from SNV. All written documents will be made available electronically in Word or Excel and PDF for SNV. Any dispute arising out of this agreement, the dispute shall be subject to legal proceedings as per prevailing government policies during the period of engagement of the LCB. Decision of the bid evaluation committee will be final and binding. Only shortlisted applicants will be contacted.
