Ramiz Mehdiyev spoke about US agents in Azerbaijan Head of the Azerbaijani Presidential Administration Ramiz Mehdiyev published an article, which analyses the current geopolitical situation in the world and Azerbaijan’s place in the modern political arena. The publication, entitled ‘World order of double standards and modern Azerbaijan,’ has been published by the state news agency AzerTAG. Article is preceded by a short excursus to the history, which refers to the geopolitical changes in the political map of Europe in the last 25 years, the collapse of the bipolar world and its transformation into a unipolar one. One of its sections is devoted to the activities of non-governmental organisations (NGOs), which Academician Mehdiyev directly calls a ‘fifth column.’ The article examines in detail the financing schemes of the NGOs. A major role in the financing of NGOs in Azerbaijan plays the United States Agency for International Development (USAID), which is directly funded by the US State Department. USAID in turn funds the National Endowment for Democracy (NED), the International Republican Institute (IRI), National Democratic Institute (NDI), which are the direct organisers of a series of ‘colour revolutions.’ In addition, USAID, as well as the National Endowment for Democracy (NED), directly fund some local NGOs and representatives of international organisations in Azerbaijan. Further Ramiz Mehdiyev writes about research of New York political scientist Eric Draitser, who presents evidence of how the United States and its allies, under the guise of demagogy about ‘human rights’, ‘freedom of civil society’, ‘democracy’, are trying to disrupt political stability in Azerbaijan. As an example of such activities of the US, American political scientist describes the history of the former head of the Election Monitoring and Democracy Studies Centre (EMDS), political prisoner Anar Mammadov, whom Eric Draitser openly calls US agent. US expert says that the United States was preparing and financing EMDS for only one purpose – to prepare a ‘colour revolution’ in Azerbaijan of the type of the ‘Rose Revolution’ in Georgia and the ‘Orange Revolution’ in Ukraine. In his studies, Eric Draitser proves that if you look at the list of ‘political prisoners’, youll find that they all act in the interests of Washington and Brussels. The political scientist believes that such a policy is nothing new: the US has always funded NGOs whose activities are aimed at changing governments out of favour with Washington or coercing these governments to act at the behest of the United States. Further in his article, Mehdiyev indicates that the methods applied by the US to a ‘naughty’ country are being virtually unchanged: enforcement actions, pressure of economic and propagandistic character, interference in internal affairs. The United States perceives measures taken by some states against NGOs controlled by Washington as a threat to its national interests. For example, the United States believes that Azerbaijan had no right to freeze the accounts of such organisations as local branches of NDI, World vision, ABA-CELLI and IREX. Washington believes that if the named structures are financed directly from the US and Europe, Azerbaijan has no right to take any action against them. In his article, Head of the Presidential Administration reveals the ways of financing of Azerbaijani NGOs by their foreign ‘sponsors’ and the activities of these NGOs as a ‘fifth column’ of the West.
