Rather than occupy hostile territories, powerful countries prefer to exert influence from across the border while letting the foreign population misgovern itself. It’s just too much trouble to invade a country and be forced to govern a restive population, as the United States recently learned, to its sorrow, in Afghanistan and Iraq.
