Democracy means system of election of rulers and drivers of country by people. All persons of a country above a certain age limit, and irrespective of whether they are wealthy or poor, literate or illiterate, honest or dishonest, are entitled to exercise franchise, that is, entitled to express one’s own opinion to elect or not certain persons who contest election to become people’s representatives. Most of the countries in present world have introduced system of electing rulers of countries by people. Rest of the countries, which follow certain other systems of determining their rulers, are gradually showing greater indication of possibility of introducing democracy. Agitation by peoples of those countries, which follow different procedures, other than democracy, of determining their rulers, is becoming more intense for introduction of democracy. As time passes, more and more people are involving themselves with agitation for introduction of democracy. With passing of time, it becomes gradually clearer that those countries are not very far from introduction of democracy. Democratic system is the best form, among all procedures for selection of administrators of countries, which have until today been experimented with in the world, according to scholars. It is very appropriate to expect that as only persons attaining majority can take part in voting and electing their representatives – irrespective of whether they are rich or poor, high or lowly placed in the society – they use their intelligence and discretion in electing peoples’ representatives. It is almost axiomatic that peoples’ representatives, elected by matured section of population, possessing intelligence and discretionary power, are best governors.
