However, we have witnessed a lot of board exam results where there is no topnotcher from uplb but the passing rate is high, very high indeed. What does it imply? for me, it implies that, despite our unmatched standard, still the institution can only provide basic knowledge to make everyone pass the board but not enough to let the students make it on top or if that argument does not hold, then over education will.
