[Recycling Pushed Further Back] In a conversation with Texas Disposal Systems, Ryan Beard yesterday evening, I asked him how long it would take TDS to implement a recycling program in San Angelo. He estimated TDS would be picking up recycling bins within 3 months, if they were selected. On the other hand, Republic Services is estimating 6 to 18 months, according to the newly approved contract. From prior experience in similar matters, and from comments made to me by Republics staff while I was on the City Council, I am led to believe that they will push that limit the full 18-months, because recycling is not necessarily a profitable business in a city like San Angelo that is isolated from other populations that can share recycling facilities. If this holds true, it will be Christmas of 2015 before our city sees the recycling program we have been asking for since the inception of this page back in 2010. Secondly, the penalties for not implementing a recycling program appear to be very weak. Since the public only had 73 hours to review the lengthy contract, including a Saturday and Sunday, lots of issues are unclear. Recycling and the Republic contract could resurface as a hot issue in January of 2016 if the program is not implemented, however the City may not have much leverage to enforce the agreement. -Paul Alexander, Former Council Member, SMD-1 (10-13)
