It is an absurd and temporary “solution” because it depends and demands for its implementation on very high production of electricity. Electricity which must be generated at great expense and can be much better utilized by Fukushima Prefecture to rebuild. The plans talks of a frozen earth wall, 27 seven feet deep around the perimeter of the nuclear reactor site and the storage tank site. They say nothing about what would be done about the bottom seepage and leaching from the middle of each site. What I propose instead is to build a completely isolating container around all radioactive sites. I propose the container dimensions to be 10 feet wide by 40 feet deep. Do this a quickly as possible. Use a combined task force composed of all nations on the Pacific Rim, which will be affected by radioactive poisoning of their environment. All construction in highly radioactive areas can be accomplished with robotics. As soon as the perimeter walls for the containers are completed work can begin on the bottom of the containers, again by robotic construction technology. After all radioactive areas are contained in half chamber vaults that will stop radioactive pollution of the Pacific Ocean; building can begin on extending the perimeter walls up equal to the height of the tallest structure in the containment vault plus ten feet. When all radioactive areas are contained inside open top vaults, the final containment process can begin. Each containment vault will be filled in with the same material of the rest of the containment vaults. The amount of concrete to be manufactured for such an enterprise will be prohibitively expensive to Japanese economy and to Japanese and world environment. I suggest that we use Hemp-Crete instead of concrete for sound reasons. Hemp-Crete is much cheaper and ten times stronger than concrete and it does not pollute. In fact Hemp-Crete ameliorates many environmental insults. By immediately creating large Hemp plantations and processing installations in Fukushima Prefecture, that economically depressed part of Japan will benefit from the economic assets that will be created through the free market economic possibilities of a vital Hemp industry. I would encourage anyone with appropriate expertise to immediately create a nimble and effective organization to build the Fukushima Containment Vaults. Namaste
