Qualified Bilingual Staff Training for Behavioral Health and Developmental Services Settings The FREE QBS training program was developed by Kaiser Permanente and adapted by DBHDS to support system capacity to provide linguistically appropriate services to DBHDS individuals who are limited English proficient (LEP). The program targets bilingual, dual role staff and trains them in proper interpreting skills during a mental health or behavioral health encounter.
