Regner Park bridge can be DIY project Common Council votes to let city do the work By DAVE RANK Daily News Staff Now it’s all legal, West Bend employees can build the new south bridge in Regner Park. State statutes require a Common Council vote specifically authorizing city staff to do a project “that otherwise would be done by bid,” City Attorney Karen Christianson said Monday night. On a 6-0 vote, the Common Council took care of that requirement. Last week, the council rejected both bids on the project because they were more than double the estimated $70,000-$90,000 price budgeted for the work. As an alternative, the city’s Park, Recreation & Forestry Department will purchase a precast concrete bridge & footings, with city personnel providing most of the manpower. The low bid for the project was just under $200,000, while the department has about $70,000 in its budget. The new bridge is needed for traffic to circle through Regner Park during Enchantment in the Park, which will open in the downtown city park this winter. Regner Park is the new home of Enchantment in the Park, which features hundreds of thousands of lighted holiday displays that attract between 30,000-40,000 visitors between Thanksgiving & Christmas. Previously at Washington County Fair Park in the town of Polk, Enchantment in the Park is a joint effort of 4 county Rotary clubs. Missing Monday night’s vote were aldermen Randy Koehler & Adam Williquette.
