Representation by TCS(Tagin Cultural Society);Very genuine indeed: Should built up Public Pressure.Hit the birds eye,common development issues of Upper-Subansiri District: MEMORANDUM SUBMITTED BY THE TAGIN CULTURAL SOCIETY TO THE HONBLE UNION MINISTER OF STATE (HOME AFFAIRS) TODAY AT HOTEL DONYYI-POLO ASHOKA, ITANAGAR: The Upper Subansiri district which is the home to people of three tribes of Arunachal Pradesh is one of the most backward districts not only of the state but also of the country. On account of this, the Government of India, in the year 2005-06 declared Upper Subansiri district as one of the hundred most backward districts of the country and selected it for implementation of RSVY (Rashtrya Sam Vikas Yojna) scheme (now BRGF). Now, with your induction as the Minister of State (Home Affairs), we have a strong confidence on your honour that our grievances will be brought into the notice of the concerned Ministry for early redressal please. 1.Construction of Lebigeko(Dumporijo of Upper Subansiri District of Arunachal Pradesh) to Gogamukh (Demaji district of Assam): The length of the existing BRO road from Dumporijo to Gogamukh is more than 300Km and it is near about 400KM up to Itanagar, the state capital of Arunachal Pradesh . However, on construction of this road the distance from Dumporijo to Gogamukh will be reduced to 98KM and that of Itanagar about 200KM. This road does not only have economical importance but also has immense strategic importance considering the fact that the Chinese border is just about 250 km from Daporijo. In this regard, we would like to pray your honour to kindly address our grievances to the Ministry of Road Transportation and Highway to initiate consideration of a proposal for construction of this road project whose importance has a national ramification. 2.Construction of Landing Ground/Airport at Daporijo: The district has neither good facility of surface transportation nor have any air service because of which the people of the district are facing untold miseries. Construction of Airport /Landing ground at Daporijo would not only serve civilian purposes but also will serve strategic defence purposes. Therefore, your honor is requested to take up the matter with the concerned authorities at the highest level for early construction of Airport/Landing Ground at Daporijo. 3.Passing of Trans-Arunachal Highway (NH-229) through Daporijo town: It is a matter of concern that the present Regional Officer(RO), Regional Office, Itanagar, Ministry of Road Transportation and Highway (MoRTH), GoI has decided to divert the NH-229 from the originally approved plan from Daporijo town. In this regard we have also written to the Honourable Chief Minister, Arunachal Pradesh (copy enclosed for reference). Considering the immense socio-economic importance attached to this road, we would like to request you to kindly take up the matter with the MoRTH so as to ensure the passage of the NH-229 through Daporijo town. 4.Early Completion of Limeking to Taksing road and Taliha to Tato road under BRO: Being the representative of the area, the economic and strategic importance of these roads is well known to you. The completion of these two roads will not only usher in new era of economic vibrancy in our area especially in the field of tourism but also will unleash a wide array of options in tactical and logistic maneuvering and movements of troop and equipments of the Indian Army in the forward areas for national security. Therefore, we would like to request you to kindly take up the matter with the concerned ministries for early completion of the above strategically important roads. 5.Harnessing of Hydropower potentiality of Subansiri River: About five years back, it is learnt that, a Memorandum of Agreement (MoA) for at least 6-7 numbers of hydro power projects with varying capacity were drawn between the Government of Arunachal Pradesh and the various private power developers to develop power projects on Subansiri river in the Upper Subansiri portion. It is also learnt that the upfront money has also been paid to Government of Arunachal Pradesh. But, we are perturbed by the situation that not a single party is working on the project as on today. Therefore, we would like to request you to kindly look into the matter and initiate necessary action to rejuvenate and revive the hydropower projects of Upper Subansiri on Subansiri River which will , on the other hand , open up a new vista of socio-economic development in the area to take the state in particular and the country as awhole to the next level.. That Sir, we have a total faith on you that your honour would leave no stone unturned to address the public grievances as given above which not only have socio-economic importance of the area but also has national importance in terms of defence point of view for national security.
