Request for Consultancy - Designing and implementing a capacity building program - Safer Environment for Children project 1. Introduction Save the Children Italy was founded at the end of 1998 and began its activities in 1999, and is registered at the Italian Ministry of Foreign Affairs as an NGO. Its current activities include projects in Italy with programs that focus on children’s rights and promoting safe Internet and new technologies use and abroad. These programs, together with our protection work, also include a strong advocacy component. The organization is also provides support to children without appropriate care, mainly non accompanied migrants coming from North Africa to the coastal area of Southern Italy, by being on the front line when the migrants land but also providing services in different Italian towns such as Rome, Naples, Turin. In Rome, Save the Children operates a day centre for street children, and other children without appropriate care (mainly migrants). The centre provides legal support, counselling, recreational and educational activities. Save the Children Italy is a member of the Save the Children International network, comprised of 29 organisations working together to deliver programs in 120 countries around the world. As part of the network, it supports programs in Latin America (Haiti, Bolivia and Brazil), Middle East and North Africa (Egypt and Palestine), South East Europe (Bosnia Herzegovina, Albania, Kosovo), Sub-Saharan Africa (DRC, Ethiopia, Ivory Coast, Malawi, Mozambique, South Africa, South Sudan, Uganda), and Asia (Afghanistan, Pakistan, Philippines, India, Nepal). Save the Children Italy was registered in Egypt as a non-profit organization in 2011 at Ministry of Insurance and Social Affairs (MISA). 2. Program Overview and Background A street child is “any child that lives, works, and sleeps in the streets ”. A UNICEF study estimates that there are between 200,000 and 1,000,000 homeless children in Egypt living on the streets with no form of social protection or shelter. Street children lead harsh lives, commonly engaging in hard labor or illegal activities to earn a living, ignorant of health, hygiene and nutrition and deprived of services to protect them. They are a malnourished sub-population subsisting on an inadequate diet. In addition, most of street children are functionally illiterate. Even though activities provided for street children by national and international NGOs are widespread, they exist in such small numbers that they fail to respond comprehensively to the phenomenon. So far Egypt lacks a comprehensive national child protection mechanism that is capable of developing a grounded response to prevent children from living on the streets without parental care. The lack of such a mechanism at the national and community levels means that thousands of Egyptian children will continue to live on the streets without any form of protection with increasing numbers of new comers. In this context, SCIT is currently implementing the “Safer Environment for Children” Project (SEC), funded by the Italian-Egyptian Debt for Development Swap Program (IEDS) in Cairo and Alexandria Governorates, in cooperation with Hope Village Society and NCCM, for 33 months. The purpose of the project is to create a safer environment for street and Other Vulnerable Children (OVCs), by strengthening Egyptian Child Protection mechanisms at the national and local levels to respond to their needs. The project aims at strengthening the capacities of local organizations and the Child Protection Committees with training, in order to help street and OVCs and their families to improve their access to services provided by non-governmental organizations and public entities. The project will achieve its purpose through strengthening the capacities of Child Protection Committees (GCPCs and DCPCs) at the General and District level to better monitor, prevent, detect, and reintegrate children at-risk at the community level. 3. Child protection Committees overview DCPC and GCPCs are mentioned in the Child Law 126/2008 as community-based mechanism aiming at protecting, preventing and intervening with children at risk and their families, to adopt protection and rehabilitation mechanisms based on the community. So far, DCPCs and GCPCs were not activated due to absence of financial resources adding to the political situation in the country which affected negatively the committees’ operability and effectiveness. Since their establishment, the Child Protection Committees received capacity building activities by some national and international organizations like NCCM, Unicef, Plan, Save the Children, Terres des Hommes. These activities included need assessments, trainings and workshops. Despite that, only very few committees are reported active in some Governorates. 4. Objective of the consultancy SCIT is willing to recruit a consultant to work in cooperation with the General CPCs in Cairo and Alexandria, and the Child protection Committees of the Districts of East Nasr City and Boulaq (in Cairo), and, Montaza and East Alexandria, to achieve the following: a- Conducting a situation analysis and a need assessment of the targeted DCPCs in Cairo (East Nasr City and Boulaq District) The aim of the situation analysis and the need assessment is to understand where the targeted DCPCs stand from being a comprehensive system for Child Protection in the targeted area. The situation analysis should provide a life like picture about two DCPCs involved in the project in Cairo, including how often they meet, what is the course of their meetings, who are the active members, what kind of services they provide for children, their relation with different governmental and nongovernmental organizations, their understanding of Child Law, their understanding of their role as the main child protection mechanism and the obstacles they face while doing the interventions. The need assessment should be structured to tackles the needs of GCPCs and DCPCs on different levels (financial, legal, capacity building, decision making …etc). b- Designing and conducting a capacity building training program for GCPCs and DCPCs: 1-The consultant is requested to design a comprehensive training program for the targeted GCPCs and DCPC members, to enable them to apply effectively the Child Law provisions, in order to activate a proper protection mechanism at the grass-root level. The capacity-building program should take into consideration the differences in position, knowledge, and power, attitude among the targeted audience. The Training program is aiming at raising the capacity of Cairo District Child Protection Committees about the following topics; • The International Convention of Child Rights • The Egyptian Child Law • The Child Safeguard Policy and its application • The Child Protection System in Egypt and its concrete application • Job Description of the Committee members and internal structure • Procedural Guidelines for the Committee 2-Organizing customized participatory workshops basic Child Protection measures and thematic procedures for specific target groups, such as Police Officers, Judiciary, MISA officials employed in care institutions, medical personnel, school personnel, media actors. 3-Training District Child Protection Committees in Alexandria about: • M-E • Designing a Case Management system and delivering a training-on-the-job • Social Marketing 4-Implementing the following tasks with the General Child Protection Committees in Cairo and Alexandria about the following topics: • Situation analysis • Organizing participatory workshops with the Committees members to complete the applied Child Protection Strategy, drawn according to the most pressuring needs in each Governorate • Design an Implementation Plan, based on the Strategy The above-mentioned tasks have to be carried out with Alexandria GCPC first, and to be replicated in Cairo, at a later stage. The Consultant will be committed to apply the Procedural Guidelines for Child Protection Committees prepared by NCCM, and to integrate them with other relevant models taken from Child Protection systems applied in other contexts. c-Producing visibility and training material for the CPC members, local authorities and governmental authorities involved in Protection issues The Consultant will be required to produce different kind of trainings and visibility material, to be distributed among the stakeholders involved in Child Protection. Purpose of the material will be to increase knowledge and amount of available information for the Committees members at the District level, and to enhance their visibility among the local communities as well. Ideally, the material would include, at least: - A general procedural booklet/handbook, to be delivered to all Committee’s members, to summarize the content delivered through the training - Posters displaying main steps in terms of detection, referral, reintegration of children-at-risk and street children, through the Committee’s intervention. Ideally, the posters should be customized for each institution and field of intervention involved: health, social affairs, justice, security, education. 5. Methodology, tasks and responsibilities All the phases of the consultancy should be done in participatory approach with GCPCs and DCPCs members; the capacity building program should reflect their actual needs. SEC project staff will be in charged to communicate with GCPCs and DCPCs members and to inform them about the schedule of workshops and trainings. IV. Report of the situation analysis Need assessment: within two weeks from signing the contract Report: Maximum one month after signing the contract Contents for the publications about CPCs procedures (handbook and posters) Maximum one month after signing the contract Delivering the capacity-building training to the General and District CPCs in Cairo and Alexandria From middle August 2013 to middle December 2013 Submitting a mid-term report with findings, recommendations, and plans for improvement By middle October 2013 Submitting training final report By the end of December 2013 IV. Qualifications a. University degree or post-graduate diploma in Law, Child Protection, or Child Right Governance b. Previous experience in situation analysis and need assessment methodologies c. Previous experience with Child Protection Committees in Egypt (at least 5 years) d. Proven knowledge of applied Child Protection System in place in other contexts e. Previous experience in child protection and street children issues f. Excellent writing and presentation skills g. Previous experience in training government officials and local authorities V. Duration and level of effort This assignment is expected to take place during the period 21st of July till 30th of December 2013. VI.
