Requirement for Proof of Sufficient Funds Upon Entry to Ukraine - Message for U.S. citizens - March 24, 2014 K Kyiv, ACS to Kyiv, 1 hour agoDetails United States Embassy Kyiv, Ukraine Message for U.S. Citizens: Requirement for Proof of Sufficient Funds Upon Entry to Ukraine The U.S. Embassy informs U.S. citizens residing in or traveling to Ukraine that on December 4, 2013, the Cabinet of Ministers of Ukraine issued Decree #884 requiring all foreign travelers (with the exception of certain categories) to have proof of sufficient funds upon entry to Ukraine. The full text of the Decree in Ukrainian can be found at zakon2.rada.gov.ua/laws/show/884-2013-%D0%BF. The Decree stipulates that upon entry to Ukraine, foreign travelers need to show proof of sufficient funds for the period of their stay in Ukraine. This equals the subsistence level amount (which is currently 1,176.00 UAH per month) multiplied by 20, i.e. 23,520 UAH (about $2,350.00) for one month stay. If a traveler is coming for a shorter or longer period, the monthly amount is divided by 30 (average number of days per month) and multiplied by the actual number of days the traveler is planning to stay, plus 5 additional days. For instance, for a 40 day stay, a traveler would need to be able to demonstrate access to the following amount: (1,176 x 20) / 30 x (40+5) = 35,280.00 UAH (about $3, 530.00). For a 1-day trip, a traveler would need to have: (1,176 x 20) / 30 x (1+5) = 4,704.00 UAH (about $470.00) PLEASE NOTE: the subsistence level changes throughout the year and will be as high as 1,256.00 UAH by the end of 2014. U.S. travelers may wish to use 1,300 UAH as a default to calculate the required amount. The exchange rate of U.S. dollar to Ukrainian hryvnya changes as well. Travelers should be ready to demonstrate the required amount by showing bank statements, ATM receipts, credit card limits, cash, or a letter of support from an inviting party. Decree #884 affects the majority of private travelers, including tourists. The following categories of foreign travelers are exempt from the rule: 1. Foreigners and stateless persons with residency status in Ukraine; 2. Individuals with refugee or and asylee status in Ukraine; 3. Heads of state and government of foreign countries, members of parliament and government delegations who arrive in Ukraine by invitation of the Government of Ukraine; 4. Travelers and their family members who arrive in Ukraine on UN certificates; 5. Foreigners and stateless persons under 18 years of age; 6. Foreign tourists on cruises; 7. Crew members of foreign military ships (aircraft), crew members of foreign non-military ships, civil aircraft and trains with international connections; 8. Diplomats and their family members stationed in Ukraine, as well as technical personnel of foreign diplomatic missions in Ukraine; 9. Foreign officials traveling on official or diplomatic passports and their family members; 10. Officials of international organizations traveling to Ukraine on official business, and their family members. The above information is provided as general guidance only.
