Right now we are just starting work for Rancangan Malaysia ke-11 (RMK-11) 2016-2020, the 11th Malaysian Plan - a medium 5-year socio-economic development plan for the country, the last before 2020. I think that we must take the opportunity the mainstream health into the countrys economic growth and development agenda. Effective prevention and control of NCDs goes beyond providing quality healthcare services. The buzzwords now includes Social Determinants of Health (SDH), Health in all Policies (HiAP), Multi-sectoral Approach (MSA), the whole of government approach and the whole of society approach. We must ensure that health is featured prominently in RMK-11. If we refer to the RMK-10 document, at the front of the document theres a section 10 Big Ideas. For RMK-11, health should be listed here, perhaps with the text Addressing the social determinants of health to create a vibrant, equitable, economically productive and healthy societies, and to overcome national, regional and global challenges to sustainable development. This is more so for NCDs, where: 1. NCDs contribute substantially to the global burden of disease but they remain neglected globally, especially in low and middle income countries; 2. Economic and social policies are driving the NCD epidemic; 3. Human development programmes must include action against NCDs to fulfill their potential; 4. Political opportunities for progress are building, but coordinated and inclusive actions by all stakeholders are necessary to exploit these opportunities. Important landmark consensus documents: 1. Rio Political Declaration on Social Determinants of Health, Rio de Janeiro, Brazil, 21 October 2011. 2. Political Declaration of the High-level Meeting of the General Assembly on the Prevention and Control of Non-Communicable Diseases, New York, USA, 16 September 2011. The World Bank and the World Economic Forum has also made several publications on the economic impact of NCDs - the economic harm done by NCDs and also the costs and benefits related to addressing them.
