Rights of Disabled Person : Power of Commissioner to look into the complaints with respect to the matters relating to deprivation of rights is not an empty formality and Commissioner has to apply his mind on issue raised to find truth behind complaint, and if necessary, may suo motu inquire into matter and/or after giving notice, hearing parties concerned, and going through records may decide complaint. If he finds that person with disability was deprived of his rights, or that the authorities had flouted any law, rule, guideline, instruction, etc. issued by appropriate Government or local authorities, he must take up the matter with appropriate authority to ensure restoration of rights of such disabled person and/or to implement law, rule, guideline, instruction if not followed. Such complaint may be made by disabled person himself or any person on his behalf or any person in the interest of disabled persons.[Geetaben Ratilal Patel v.
