Rizal mayors eye DRRM, health, law enforcement modernization By Berlin Flores, Tanay MDRRMO Research and Planning Staff Mayors from Rizal Province’s 13 municipalities and one city hope to modernize their respective fire, police, health, and disaster risk reduction and management offices with a system utilizing modern technology and infrastructure. During a special meeting of the League of Municipalities of the Philippines-Rizal held October 8 at the Binangonan Recreation and Convention Center, Condoza Software Solutions, Corp. presented its PSSHED Operation Center system. Rizal mayors and their representatives, municipal and city chiefs of police and fire bureau, MDRRM officers, and MIS heads attended the event. PSSHED aims to automate and modernize local government units’ protective services, safety, health, environment, and disaster capabilities. It also seeks to ensure connectivity among individual command centers for quick decision making. Mr. Michael Conroy, Condoza EVP, emphasized the importance of a well-established and fully functional communication structure among LGUs. Conroy said that PSSHED’s state-of-the-art technology allows for seamless information sharing among LGUs before, during, and after disasters and commission of crime. Consequently, he said that such connectivity can greatly decrease crime incidents and mitigate disaster risks and damages. He added that PSSHED will make this happen through features such as SMS Commander, which sends real-time disaster and emergency alerts to field personnel and vice versa, as well as rescue personnel tracking through biometrics and ID card scanning. The system likewise allows for historical information on disasters, fire, crime incidents, and even health issues to aid in local policy-making. It also offers real-time data feed to help law enforcers, rescuers, and local chief executives in their decisions. Conroy said that LGUs can avail the PSSHED software for 8-12M depending on their desired functionalities. This does not include the hardware that is needed to operate the Command Center. Such hardware include monitors, automated water level gauges, and CCTVs. LGUs can either buy the necessary hardware based on Condoza’s recommendation or they can opt for the full package which already includes all required infrastructure to make the PSSHED Operation Center fully operational. Condoza’s clients include the MMDA, Presidential Security Group, and GMA 7.
