An independent think tank has released its recommendations for ways the city can pay a $400 million-a-year funding shortfall from 2016 to improve road, rail, bus and ferry networks. The national government and Auckland Council have already pledged substantial contributions to the new transport ventures, which include a harbour tunnel and city rail loop. Polling of Aucklanders by the council-commissioned Consensus Building Group found 78 percent of residents are in favour of road user charges to fund the shortfall, which amounts to $12 billion over 30 years. The group recommended two broad options for funding the gap, either through higher rates and fuel taxes for all Aucklanders, or through road user charges. A decision must be made by 2015, with extra charges in place by 2021, states the report handed to Auckland Council today.
