Russia envisioned a different way of Ukraine’s development during Yanukovich Presidency: back to totalitarianism under Russian control, with technical restructuring of the Ukrainian defense industry to cover the needs outlined in Russian State Program of arms development for 2011-2020. The Ukrainian defense industry’s contribution to the program was expected to grow from 10% in 2013 up to 40% in 2020. Russia was expected to invest more than USD 700 billions into the arms program in 2011-2020. Ukraine can retain its high-tech military potential only by having access to the EU and US markets through restructuring of its defense industry. Are the EU and US are willing or able to provide a sort of ‘Marshall Plan’ for Ukraine to restructure Ukrainian defense industry and integrate it into US and EU military complexes (providing Ukraine implements successful reforms)? Are they ready to have one more strong player at the international armaments market and integrate this player with the US and EU defense industries and involve Ukrainian defense enterprises in joint projects? These are very important questions to consider as according to the opinion published in Washington Post “Ukraine factories equip Russian military despite support for rebels”. Issue is critical as closure of defense enterprises in Eastern Ukraine could contribute to economic collapse in these regions. Some companies (Pivdenmash, Dnipropertovsk, space rockets carriers and missiles producer) started restructuring long ago and successfully co-operates with US and Europe.
