In 1861 Emancipation Manifesto proclaimed the emancipation of the serfs on private estates and of the domestic (household) serfs. By this edict more than 23 million people received their liberty. Compare Lincolns act two years later, which freed no one, and granted no rights. Serfs were granted the full rights of free citizens, gaining the rights to marry without having to gain consent, to own property and to own a business. The Manifesto prescribed that peasants would be able to buy the land from the landlords. Household serfs were the worst affected as they gained only their freedom and no land. Contrast, on one hand, the empty promise and forty acres and a mule, and the confiscation of what wealth they had thru embezzlement at the Freedmens bank, and on the other, the fact that US used this plan for the integration of a peasantry into a modern economy in its one real experiment in nation building, when Feudalism was abolished in Japan!
